Provinces with a large number of counties in the "three districts" can appropriately relax the conditions in the scope of sending teachers and adopt the way of supporting counties to support towns and villages.
Provinces with relatively weak human resources can help their provinces (autonomous regions and municipalities) solve problems through mechanisms such as aiding Xinjiang, Tibet and youth, relying on poverty alleviation cooperation, counterpart support and pairing assistance.
