Xu, doctor of history, doctor of law. In 2000, he served as Professor, Doctoral Supervisor and Dean of China Ocean University Law School. The main research fields are environmental and resource protection law, legal history and constitutional law. 200 1 so far, he has been guiding doctoral students majoring in environment and resource protection, and his research direction is environmental law theory and marine environmental law.

Lu Jianhua, female, 43 years old, associate professor, master of law, studying for a doctorate. He is currently the director of the administrative management teaching and research section of the Department of Public Administration. He has written four books, including Justice and Wisdom and Marine Administration, published more than 20 papers in domestic Chinese core journals such as Jianghan Forum, Dongyue Forum, Hubei Social Sciences, Administration and Law, and Marine Development and Management, and presided over and participated in five scientific research projects at provincial, ministerial, municipal and university levels. He is currently a director of China Higher Education Research Association, a member of China Administrative Society and a member of Shandong Law Society. His main research interests are: human resource management, public morality and ocean management in the public sector.

Tong Chunfen, director of the Department of Public Administration, School of Law and Politics, China Ocean University, professor of sociology, doctoral supervisor, and executive director of China Rural Social Society. Mainly engaged in marine sociology and urban and rural sociology research.

Cui Feng, a postdoctoral fellow in sociology, is currently the vice president and associate professor of the School of Law and Politics of China Ocean University, a researcher at the Institute of Ocean Development of China Ocean University, a key research base of humanities and social sciences of the Ministry of Education, and a director of the China Academy of Social Sciences. His main research interests are marine sociology, environmental sociology and social policy. He has published 3 personal academic monographs, 3 teaching materials and more than 50 papers.
