What does the Excellence Plan mean?
Excellence plan is an important measure to promote China from a big country in engineering education to a strong country in engineering education. It aims to cultivate a large number of high-quality engineering and technical personnel with strong innovation ability and meet the needs of economic and social development, serve the country to take the road of new industrialization development and build an innovative country and strengthen the country with talents, and has a very important demonstration and guiding role in promoting higher education to cultivate talents in social demand and comprehensively improving the quality of engineering education personnel training.

The "Excellence Plan" has three characteristics.

(1) Industry enterprises are deeply involved in personnel training: universities and enterprises * * * design training objectives, * * * formulate training plans and * * * implement training processes.

(2) The school trains engineering talents according to general standards and industry standards.

(3) Strengthen the cultivation of students' engineering ability and innovation ability: Students study in the enterprise for one year, and do graduation design with "real knife and real gun".

The majors that implement the Excellence Plan include those related to traditional industries and strategic emerging industries. We should pay special attention to the adjustment of national industrial structure and the talent demand for developing strategic emerging industries, and train talents in advance. The implementation of the Excellence plan includes three levels: engineering undergraduates, master students and doctoral students, and trains various engineers such as field engineers, design and development engineers and research engineers.

From 20 15 to 10, the State Council issued the Overall Plan for Promoting the Construction of World-class Universities and First-class Disciplines as a Whole, aiming at accelerating the modernization of the governance system and governance capacity of higher education, improving the innovation level of talent training, scientific research, social services and cultural inheritance in higher education, and realizing that "by the middle of this century, the number and strength of first-class universities and first-class disciplines will enter the forefront of the world, and higher education will basically become.

The introduction of the "double first-class" construction scheme has sounded the horn of building a world-class university in China in the new period. What we need to see is that the policy of focusing on building a world-class university is not unique to China. The major developed countries in the world regard the construction of a number of world-class universities as an important content to enhance the core competitiveness of national higher education and science and technology, and have formulated corresponding strategic plans according to the actual situation of each country. 2020 is the first year of the second round of "double first-class" construction in China. This paper will sort out and summarize the current situation, characteristics and experience of foreign world-class university construction projects in order to provide experience for China's "double-first-class" construction.

The Training Form of "Excellent Plan" for College Students

The training of "excellent engineers" in undergraduate engineering is divided into two stages: on-campus learning and enterprise learning. The training mode of "3+ 1" is adopted, that is, the first three years of university four-year study are on campus (three years of on-campus study also includes on-campus and off-campus engineering practice), and the fourth year is entirely on campus (including graduation project), including the enterprise study stage (1 year).

Enterprise learning is not a simple internship, nor is it "working" in enterprises like students in higher vocational colleges now, but "learning" and "practicing". Through 1 year enterprise engineering training and engineering practice, students' engineering awareness, engineering practice ability and engineering quality can be improved to meet the basic requirements of engineers. The mode of joint training between schools and enterprises should be implemented, and the training scheme should include the training objectives, standards, plans, teacher allocation, management and assessment methods of students in the enterprise learning stage, and must be operable.
