(1) National demand and discipline development trend

With the rapid development of social economy in China, the shortage of resources and environmental pollution have become the main bottlenecks restricting the social and economic development in China. The environmental pollution in China is characterized by compounding, compressing and structuring, especially in the Yangtze River Delta region. The Outline of the National Medium and Long-term Scientific and Technological Development Plan (2006-2020) gives priority to the development of resources and environmental protection technologies. The country has put forward the goal of building a resource-saving and environment-friendly society, and the Outline of the Eleventh Five-Year Plan for National Economic and Social Development clearly stipulates the hard target of energy conservation and emission reduction in the Eleventh Five-Year Plan. With the rapid development of environmental science and engineering at home and abroad, aiming at studying the process of environmental pollution, the changing law and environmental effects of pollutants in complex systems with multiple environmental factors are emphasized. Attach importance to the utilization of resources in pollution control and develop the whole process control of multi-technology system integration. Therefore, it is a challenge for environmental science and technology at home and abroad to solve the problems of resource guarantee and environmental security necessary for long-term development.

Aiming at the major national demand and the forefront of international development, the laboratory adheres to the scientific method of "combining basic research with application, combining pollution control with resource utilization, and combining science with engineering" around the Outline of the National Medium-and Long-term Scientific and Technological Development Plan (2006-2020), with the major environmental pollution problems in the process of rapid economic development and urbanization in China as the guide. The mechanism and influence of environmental pollution process, the theory and method of pollution control and resource utilization. A number of pollution control and resource utilization technologies with independent intellectual property rights have been developed in engineering technologies such as advanced treatment of urban sewage, industrial wastewater treatment and resource utilization, domestic garbage treatment and resource utilization, environmental restoration and river basin pollution control, which have provided theoretical support and technical reserves for China to effectively control the increasingly serious environmental pollution and resource utilization of limited resources, led the development of disciplines, and become an internationally influential environmental science and technology innovation platform, international cooperation and academic exchange center and high-level talent training base.
