Twentieth campus network construction by the school unified planning, information center in conjunction with the relevant units to organize the implementation. The funds needed for the construction, maintenance, expansion, renewal and transformation of the backbone network shall be arranged by the school as a whole.

Twenty-first units can build a subnet of the campus network according to the needs, but they should obey the unified planning and management of the school, and the design scheme of subnet construction should be approved by the information center. If the design scheme is not submitted for approval or the subnet does not meet the requirements, the information center has the right to refuse to join the backbone network. The funds required for the construction and maintenance of the subnet shall be borne by the construction unit.

Twenty-second campus network operating income and expenditure funds should be included in the unified financial management of the school.
