According to the Guiding Opinions, the individual payment standards and government subsidy standards for college students to participate in the basic medical insurance for urban residents shall be implemented with reference to the corresponding standards for local primary and secondary school students to participate in the basic medical insurance for urban residents.

The inclusion of college students in urban residents' medical insurance first ensures the seamless connection between the establishment of a medical security system covering urban and rural residents. Secondly, all college students can participate in the insurance, covering all kinds of colleges (including private colleges and independent colleges) and research institutes in the province, and part-time graduate students, especially private colleges and independent colleges, highlighting the fairness of education.
