Government financial support includes investment subsidies, incentives, loans and loan interest subsidies. The government only examines and approves the fund application report and decides whether to give financial support. Specific approval authority and usage are as follows:

(a) industrialization projects that can promote scientific and technological progress and industrialization of high and new technologies and have an important driving and guiding role in economic restructuring;

(b) Comprehensive agricultural development projects to finance agricultural development;

(c) Technology-based venture capital projects;

(d) Government-supported venture capital projects for SMEs;

(e) Venture capital projects encouraged by the government;

(f) Scientific research and development projects of an operational nature;

(seven) energy transportation, agriculture, forestry, water conservancy, municipal engineering and other public welfare and public infrastructure investment projects encouraged by the state;

(h) Investment projects to protect and improve the ecological environment;

(a) investment projects to promote economic and social development in underdeveloped areas;

Other projects that meet the relevant provisions of the state.

(2) application report for discount interest fund projects

Financial discount funds are mainly used in economic and social fields where the market cannot effectively allocate resources and needs government support, mainly including:

(a) public welfare and public infrastructure investment projects;

(b) Investment projects to protect and improve the ecological environment;

(c) Investment projects to promote economic and social development in underdeveloped areas;

(d) Investment projects to promote scientific and technological progress and high-tech industrialization;

(five) other projects that meet the relevant provisions of the state.
