Subsidy standards are determined by cities and counties according to local actual conditions, and the period for entrepreneurs to enjoy entrepreneurial rental subsidies is no more than 3 years.

Entrepreneurship-driven employment subsidies

Students in ordinary colleges and universities (within 2 years after graduation), retired soldiers, farmers engaged in non-agricultural industries, registered unemployed people and people with employment difficulties set up business entities for the first time. The initial entities absorb other workers' employment and sign labor contracts with them for more than 1 year, and pay social insurance premiums for other workers according to regulations.

(5) Operating subsidies for the venture base.

Various types of urban and rural entrepreneurship incubation bases, entrepreneurship training (training) bases established according to law and filed in the human and social departments, and entrepreneurs who use their own houses to start their own businesses for the first time and have normal production or service operations.

Second, financial credit.

(a) Commercial secured loans

The loan targets include individual entrepreneurs and small and micro enterprises. Encourage all localities to adjust the maximum amount of personal loans from 654.38 million yuan to not less than 300,000 yuan; If a partnership or enterprise is established, the loan amount may be appropriately increased; The amount of secured loans for small and micro enterprises shall be reasonably determined by the handling bank according to the actual number of qualified people recruited by the enterprise, with a maximum of 2 million yuan.

(2) Small and micro enterprise loans

In principle, the maximum amount of single-family financing applied for in the name of a legal person shall not exceed 5 million yuan, and the maximum amount applied for in the name of an individual shall not exceed 3 million yuan. In principle, the loan term shall be controlled within 1 year, and the longest term shall not exceed 2 years.

(3) Fund pool for science and technology loans

It is mainly used to guide banking financial institutions to issue loans to small and medium-sized scientific and technological enterprises registered in Jiangsu Province with independent legal personality, strong innovation, high technical level, good market prospects and economic and social benefits.

(d) Micro-credit for poverty alleviation

Applicable object: low-income farmers in northern Jiangsu who are included in the new round of poverty alleviation in the "Thirteenth Five-Year Plan" and have the ability to work, increase income, loan willingness and repayment ability; Low-income farmers in the old revolutionary area of Huangqiao Maoshan have set up their files according to local poverty alleviation standards. Farmers' loans should be mainly used to develop productive and service income-increasing projects such as planting, breeding, processing and circulation.

The single-family loan amount does not exceed 20,000 yuan. The longest loan term is 1 year. Farmers who repay their loans within the specified loan period enjoy a 50% discount.

Third, tax incentives.

Tax incentives for self-employment

Preferential target: those who have been registered as unemployed for more than half a year in the public employment service agencies of the human and social departments; Registered unemployed persons within the working age of zero-employment families and families enjoying the minimum living guarantee for urban residents; College graduates in the graduation year; Self-employed retired soldiers.

Deduction amount: within 3 years, the actual value-added tax, urban maintenance and construction tax, education surcharge, local education surcharge and personal income tax will be deducted in turn according to the limit of 9600 yuan per household per year.

(B) enterprises to absorb tax incentives

Preferential targets: processing enterprises in commercial enterprises, service enterprises, labor and employment service enterprises and small commercial entities with processing nature in street communities.

Deduction amount: according to the actual number of recruits within 3 years, the annual quota of 5,200 yuan per person is deducted from the value-added tax, urban maintenance and construction tax, education surcharge, local education surcharge and enterprise income tax in turn. Newly recruited self-employed retired soldiers have a quota of 6,000 yuan per person per year.
