Third, uphold the Party's leadership over archival work. The local archival departments at or above the county level shall be in charge of the archival work within their respective administrative areas, and supervise and guide the archival work of organs, groups, enterprises, institutions and other organizations within their respective administrative areas.

Township people's governments shall designate personnel to be responsible for the archives management of their own organs, and supervise and guide the archives work of their subordinate units and grassroots mass autonomous organizations.
