The plan for high-level talents of ethnic minorities, referred to as the plan for ethnic minorities, is an important measure taken by five ministries and commissions to implement the Party's ethnic policy and promote the strategy of developing the western region through science and education. Starting from 2006, it is planned to train a group of highly educated minority talents for the western region in five years. The training school is a key university with more than two first-class students from western provinces and cities. In accordance with the requirements of "directional enrollment, directional training and directional employment", special policies and measures such as "unified examination and appropriate demotion" are adopted to recruit new students. Graduates are employed in targeted areas and units according to the targeted training and employment agreement, with a master's service period of 5 years and a doctoral service period of 8 years. Funds enjoy the central university graduate student funding policy.
