There are three general reasons:

First, part-time universities do not accept high school files.

After graduating from high school, if you work first and then go to school, then you are studying in a part-time university and don't accept high and middle grades!

Second, I am not qualified to run a university.

The private university you attended is not qualified by the Ministry of Education. Because even private universities, as long as they are qualified by the Ministry of Education, will also receive personal high school files, but they need to move out the files in time after graduation.

Third, there are problems with high school archives.

Many high schools and high school files are brought to the university by students. If the file is opened out of curiosity, the school can't judge the authenticity of your materials and will reject it.

Finally, if a university loses its high school files, it must reissue them in time. Only by filing the archives, can we not affect the use of archives from life to work in the future.
