Liu Bocheng, Deng Xiaoping, Chen Yi, Deng Zihui, Li Xiannian-,Song Renqiong, Su Yu, Li Xuefeng, Chen Geng, Zhang Jichun, Xie Fuzhi, Liu Zijiu 12 were appointed as members, the Central Plains Military Region was rebuilt, and the Shanxi-Hebei-Shandong-Henan Field Army, to which Chen's regiment belongs, was renamed the Central Plains Field Army, with Liu Bocheng as commander and political commissar.

The Central Plains Bureau also appointed Wang Zhijie, a cadre of the Policy Research Office of the Central Plains Bureau, as the county party secretary of Baofeng, and took Baofeng as the key experimental county of the new district policy. Deng Zihui and Li Xuefeng personally guided and summarized the experience in the construction of the new district. At that time, the soldiers and materials transported by Taiyue, Taihang and the old liberated areas in North China to the battlefield in Henan, Shaanxi and Hubei were all transferred through Baofeng, which became the capital of the liberated areas in the Central Plains.
