People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions and institutions directly under the State Council:

Graduates of ordinary colleges and universities (hereinafter referred to as college graduates) are valuable human resources of the country and an important new force in modernization. Doing well the employment of college graduates is an important measure to promote economic development and social harmony. In recent years, all regions and relevant departments have conscientiously implemented the decision-making arrangements of the CPC Central Committee and the State Council, done a lot of work and achieved remarkable results. The employment situation of college graduates has remained generally stable. It is predicted that the number of college graduates will continue to increase during the Twelfth Five-Year Plan period, and the task of promoting the employment of college graduates is still very heavy. All regions and relevant departments should continue to give top priority to the employment of college graduates, further intensify their work, develop jobs through multiple channels, improve relevant policies and measures, earnestly strengthen employment services, and do everything possible to promote the employment of college graduates. In order to further improve the employment of college graduates, the relevant issues are hereby notified as follows:

First, adapt to the process of accelerating the transformation of economic development mode and adjusting economic structure, and actively expand the employment field of college graduates.

(1) Strive to create more employment opportunities suitable for college graduates in building a modern industrial system. Cultivate new employment growth points in promoting the development of strategic emerging industries, focus on developing intelligence-intensive and technology-intensive industries with high technology content and strong employment absorption ability, and develop more jobs suitable for college graduates. In accelerating the transformation of economic development mode and adjusting economic structure, we should implement the strategy of technological progress and industrial upgrading that is conducive to giving play to the comparative advantage of the labor force, promote the growth of productive jobs, and strive to expand the employment scale of college graduates. Vigorously develop productive service industry and life service industry with growth potential, actively encourage the development of service outsourcing, animation, modern information technology, modern service industry and other industries, and create more employment opportunities for college graduates. Actively support and encourage college graduates to participate in modern agricultural construction, and encourage agricultural enterprises to absorb college graduates' employment. When arranging government investment, major construction projects and formulating industrial plans, we should fully consider the need to expand employment, explore the establishment of an investment-driven employment evaluation mechanism, and better play the role of investment in promoting employment. Timely release and publicize industry development plans and talent plans in related professional fields, and guide colleges and universities to carry out targeted talent training according to the needs of industry talents. Colleges and universities should, according to the needs of economic and social development and industrial structure adjustment, carefully predict the demand for relevant professionals, rationally adjust specialty settings, promote the reform of talent training mode, strengthen practical teaching and training, and improve the quality of talent training. Support related industries and industries to jointly carry out personnel training and job docking activities with universities, so that the majority of college graduates can learn something useful.

(2) Encourage small and medium-sized enterprises to attract college graduates to find jobs. Small and medium-sized enterprises are the main channels to attract college graduates' employment. It is necessary to further improve the development environment of small and medium-sized enterprises, vigorously develop labor-intensive industries, service industries, small and micro enterprises and innovative technology enterprises, combine the implementation of SME support policies with the employment of college graduates, and encourage enterprises to actively absorb the employment of college graduates. For small and medium-sized enterprises that absorb a certain number of college graduates, local finance should give priority to funding to support the development of small and medium-sized enterprises, and give priority to providing discount loans for technological transformation. For small labor-intensive enterprises with a certain proportion of newly registered unemployed college graduates, they can apply for a small secured loan of up to 2 million yuan in accordance with the regulations and enjoy financial discount. Enterprises that employ college graduates with employment difficulties, sign labor contracts and pay social insurance premiums shall be given social insurance subsidies according to regulations. College graduates who go to small and medium-sized enterprises for employment enjoy the same treatment as similar personnel in state-owned enterprises and institutions in terms of professional and technical title evaluation, application for scientific research project funds, declaration of scientific research achievements or honorary titles.

Two, encourage and guide college graduates to the urban and rural grassroots, central and western regions and ethnic areas, poverty-stricken areas and hard and remote areas for employment.

(3) Encourage college graduates to find jobs in urban and rural areas. According to the needs of coordinating urban and rural economy and accelerating the development of basic public services, all localities should vigorously develop social management, public education, medical and health care, culture and other fields to increase the employment opportunities of college graduates. It is necessary to further improve the relevant policies and focus on solving the practical problems they face in terms of wages, social security, staffing, household registration files, job title evaluation, education and training, personnel flow, financial support and so on. Encourage and guide college graduates to work in grassroots posts such as education, health care, culture, science and technology in urban and rural areas, especially in urban communities and rural areas. For college graduates who are employed in public welfare posts and meet the requirements, social insurance subsidies and public welfare post subsidies are given according to regulations. From 20 12, all civil servants recruited by provincial authorities and above shall be recruited from those who have been in grassroots work experience for more than 2 years, except for some special positions. When recruiting civil servants, organs below the city (prefecture) level, especially county and township organs, should take effective measures to actively attract outstanding fresh college graduates to apply for the exam, and the employment plan should be mainly used to recruit fresh college graduates. In accordance with the principles of unified recruitment, unified announcement, unified organization of examinations and unified service management, we will make overall plans to implement grass-roots service projects such as "selecting and transferring college graduates to work in villages", "three supports and one support" (teaching, supporting agriculture, supporting doctors and helping the poor), "volunteer service plan for college students in the western region" and "special post plan for school teachers in rural compulsory education stage", and do a good job in policy convergence of various projects to further implement the employment of those who pass the service examination. Do a good job in the employment of free normal graduates. Actively do a good job in recruiting college graduates for compulsory military service.

(four) to encourage college graduates to work in the central and western regions, ethnic minority areas, poverty-stricken areas and hard and remote areas. It is necessary to encourage and guide college graduates to find jobs in the central and western regions in combination with the needs of the rise of the central region, the implementation of the western development strategy and the industrial gradient transfer. All localities should introduce and improve relevant policies as soon as possible, and implement corresponding tuition fees and student loan compensation according to regulations for college graduates who have been employed in grassroots units below the county level in the central and western regions and hard and remote areas and whose service period has reached more than 3 years (including 3 years). For college graduates who are employed in hard and remote areas or key counties of national poverty alleviation and development work, the probation salary can be determined directly according to the salary after the probation period, and the salary level after the probation period is set at 1 2; If you work in a public institution, you can become a full member in advance. When you become a regular employee for grading, the salary scale is set at 1 2.

Three, encourage and support college graduates to start their own businesses, stable and flexible employment.

(5) Implement and improve the entrepreneurship support policies. All regions and relevant departments should further implement and improve various entrepreneurial support policies, improve the entrepreneurial environment, and actively guide college graduates to start businesses. College graduates who hold the Employment and Unemployment Registration Certificate (marked with "Tax Policy for Self-employment" or attached with "Certificate for Self-employment of College Graduates") engage in self-employment within the graduation year (referring to the natural year where they graduated, that is, from 1 to 1 February 3/year), and the limit for three years is 8,000 yuan per household per year. From 20 1 1 year 1 month 1 year 1 year+February 3 1 day, the annual taxable income of college graduates is less than 30,000 yuan (including 30,000 yuan) Give full play to the positive role of the small secured loan policy in promoting employment. For qualified college graduates who start their own businesses, they may apply for small secured loans in accordance with regulations; Those who engage in low-profit projects can enjoy financial discount support, and the loan amount does not exceed 65,438+10,000 yuan. For partnerships and organized employment, the loan amount may be appropriately increased according to actual needs. It is necessary to further improve and perfect the linkage working mechanism of "small secured loans+credit community construction+entrepreneurship training". Conditional areas should increase financial input, actively introduce venture capital funds, explore the docking mode between financial funds and venture capital and college students' entrepreneurial events, standardize the development of private financing, and increase venture capital through multiple channels. It is necessary to further improve and implement preferential policies such as administrative fee reduction and exemption, appropriately relax market access conditions according to laws and regulations, and encourage college graduates to start businesses.

(6) Strengthening entrepreneurship education, entrepreneurship training and entrepreneurship services. Colleges and universities should extensively carry out entrepreneurship education, actively develop innovative entrepreneurship courses, improve the curriculum system of entrepreneurship education, and incorporate entrepreneurship education courses into credit management. Actively promote mature entrepreneurship training mode, encourage college graduates to participate in entrepreneurship training and practical training, and improve their entrepreneurial ability. For college graduates who participate in entrepreneurship training within the graduation year, according to their entrepreneurship training or employment and entrepreneurship qualification certificates, training subsidies are given according to regulations. According to the characteristics and needs of college graduates, we should organize "one-stop" entrepreneurial services such as policy consultation, information service, project development, risk assessment, opening guidance, financing service and tracking support. On the basis of giving full play to the role of various business incubation bases, we will build a number of business incubation bases for college students according to local conditions and give relevant policy support. It is necessary to provide training and guidance services for college students' entrepreneurial enterprises in the base, implement support policies, strive to improve the success rate of entrepreneurship, and extend the life span of enterprises.

(7) Stable and flexible employment. All localities should encourage and support flexible employment of college graduates through various forms, and give relevant policy support. For flexible employment college graduates who meet the conditions of people with employment difficulties, the social insurance subsidy policy shall be implemented according to regulations. For college graduates who apply for flexible employment, public employment service agencies at all levels shall provide personnel and labor security agency services as required, and do a good job in the continuation of social insurance relations.

Four, support college graduates to participate in employment internships and skills training, and encourage scientific research project units to absorb college graduates' employment.

(eight) to support college graduates to participate in employment practice. All localities should combine the needs of local industrial development and the situation of college graduates, encourage and support a number of large enterprises and institutions with certain social influence as employment probation units, and provide internship opportunities for unemployed college graduates with internship needs. Actively guide qualified science and technology business incubators to establish a trainee base for college students' science and technology entrepreneurship. It is necessary to further improve the management methods of employment practice, clarify the scope of internship, conditions of internship base, standards of internship subsidy, evaluation of internship, etc., and further standardize internship activities. Earnestly implement the basic living allowance policy during the probation period, and the basic living allowance expenses shall be shared by the probation unit and the local government. All localities should reasonably determine and timely adjust the basic living allowance standard according to the local economic development and price level. The internship unit shall strengthen the safety management of the internship place and purchase personal accident insurance for the college graduates who participate in the internship. The expenses related to the trainee subsidy paid by the trainee unit are not included in the social insurance payment base, but if they meet the provisions of tax laws and regulations, they can be deducted when calculating the taxable income of enterprise income tax.

(nine) to support college graduates to participate in vocational skills training and skill appraisal. All localities should actively organize college graduates with training needs to participate in vocational skills training and skill appraisal to help them improve their employability. For college graduates who participate in vocational skills training within the graduation year, according to their vocational qualification certificates (occupations that have not promulgated national vocational skills standards should obtain special vocational ability certificates or training qualification certificates) or employment conditions, training subsidies are given according to regulations. For college graduates who have passed the initial vocational skill appraisal and obtained the vocational qualification certificate or special vocational ability certificate within the graduation year, a one-time vocational skill appraisal subsidy shall be given according to the regulations. Enterprises that recruit new college graduates in the graduation year and carry out pre-job training within 6 months shall be given vocational training subsidies according to regulations.

(ten) to encourage scientific research project units to absorb the employment of college graduates. Encourage universities, scientific research institutions and enterprises to carry out research according to the needs of national industrial development and technological progress, and employ outstanding university graduates as research assistants or auxiliary personnel to participate in the research work in the process of project implementation in accordance with the principle of openness, voluntariness and two-way selection. During the implementation of major key projects such as the project of benefiting the people through science and technology, the "973" plan, the "863" plan, the science and technology support plan, and the National Natural Science Foundation, the labor expenses and related social insurance premium subsidies for employing college graduates can be charged from the project funds according to regulations. After the expiration of the employment period, you can renew your employment or get employment in other positions according to your work needs. The length of service after employment and the working time during the study period are calculated together, and the social insurance payment period is calculated together.

Five, vigorously strengthen employment guidance, employment services and employment assistance.

(eleven) to strengthen employment guidance and employment services. Colleges and universities should carry out career development guidance and employment entrepreneurship education in an all-round way, incorporate career guidance courses into teaching plans, establish a career development and employment guidance course system throughout the whole university education period, and help college students establish a correct outlook on success and employment. All regions and relevant departments should, according to the characteristics of college graduates' job hunting and employment, innovate employment service mode, improve service measures, and take activities such as organizing enterprises to enter the campus, holding special job fairs and supply-demand fairs, and conducting online recruitment to provide convenient, fast, direct and effective employment information services for college graduates. Local public employment service agencies, employment guidance service agencies for college graduates and other employment service agencies should strengthen cooperation, establish and improve the employment information service platform for college graduates, and provide employment services such as policy release, job information, online recruitment, remote interview, guidance and consultation. We should vigorously promote the healthy development of Internet employment services, strengthen information supervision and management, and standardize Internet job hunting and employment behavior. It is necessary to strengthen the market demand forecast of human resources, improve the collection and release system of occupational supply and demand information, guide college graduates to apply for jobs rationally, actively recruit by employers, and set up majors scientifically and reasonably in colleges and universities. Encourage all kinds of employment agencies to provide employment services for college graduates, and provide employment subsidies for registered unemployed college graduates who meet the conditions. Encourage enterprises to cooperate with universities, provide targeted guidance and services for college students, and help them improve their professional and vocational abilities. We will fully implement policies such as providing free policy advice, career guidance, career introduction and personnel file keeping for registered unemployed college graduates. Support trade unions, the Communist Youth League, women's federations and other organizations to carry out various forms of employment and entrepreneurship support activities for college graduates.

(twelve) to carry out employment and unemployment registration. Public employment talent service institutions at all levels shall, in accordance with the provisions of the Employment Promotion Law, handle employment registration for employed college graduates free of charge, and provide personnel and labor security agency services as required. It is necessary to further improve the employment registration method, establish a linkage mechanism of employment registration, labor contract management and social insurance premium payment, and safeguard the employment rights and interests of workers. Unemployed college graduates can apply for unemployment registration in accordance with the regulations, be included in the unified management of unemployed people in the place where their household registration is located, and implement relevant employment support policies. Human resources and social security departments at all levels, education departments and universities should strengthen cooperation, further improve the employment statistics system of college graduates based on real-name registration system registration, and do a good job in information connection and service connection of college graduates before and after graduation.

(thirteen) to strengthen employment assistance. Public employment talent service institutions at all levels should incorporate college graduates with employment difficulties into the local employment assistance system, establish special ledgers, implement "one-on-one" vocational guidance and key assistance, recommend them to employers, or apply for jobs through public welfare posts. According to the regulations, social insurance subsidies and public welfare post subsidies will be implemented for qualified personnel. Colleges and universities can give appropriate job-hunting subsidies according to the actual situation of graduates from poor families. All localities should attach great importance to the employment of long-term unemployed college graduates, women, the disabled and ethnic minorities in big cities, provide employment services and employment guidance in a targeted manner, and encourage qualified areas to formulate and implement special employment support policies.

(14) Protecting employment rights and interests. Cities should cancel the restrictions on the settlement of college graduates and allow college graduates to go through the formalities of (creative) industry settlement (municipalities directly under the Central Government shall implement it according to relevant regulations). All localities should further deepen the reform of the employment system for college graduates and simplify the employment procedures for college graduates in accordance with the requirements of the Employment Promotion Law, the Labor Contract Law and the Civil Service Law. For college graduates employed by various employers, their job title evaluation, salary, social insurance and seniority should be strictly implemented in accordance with relevant state regulations. College graduates who are employed by enterprises, social organizations, government agencies and institutions shall be combined to calculate the payment period of basic old-age insurance as the length of service. It is necessary to strengthen the labor supervision of various enterprises, especially small and medium-sized enterprises, in terms of labor employment and payment of social insurance premiums, and earnestly safeguard the legitimate rights and interests of college graduates. It is necessary to further strengthen the management of the human resources market, vigorously carry out the work of cleaning up and rectifying the human resources market, and severely crack down on illegal professional intermediaries and all kinds of fraud in the recruitment process. We should conscientiously implement the relevant provisions of the Regulations on the Employment of Disabled Persons and safeguard the employment rights and interests of disabled college graduates. It is necessary to effectively implement the relevant provisions of the cancellation of hepatitis B testing items in employment physical examination, prevent all kinds of employment discrimination, and safeguard the fair employment rights of college graduates.

All regions and relevant departments shall, in accordance with the spirit of this circular, further strengthen the leadership over the employment of college graduates, strengthen the target responsibility, incorporate the employment of college graduates into the government performance appraisal, and earnestly implement it. It is necessary to increase the propaganda of employment policies and measures and advanced models, guide college graduates to change their employment concepts and create a good employment environment.
