B. Since 2007, the Ministry of Education has taken the lead in resuming the enrollment of free normal students in normal universities directly under the Ministry of Education; Subsequently, the provinces also resumed recruiting free normal students.

C. Notice of the General Office of the State Council on Forwarding the Implementation Measures of Free Education for Normal University Students Directly under the Ministry of Education (Trial) (No.34 [2007] of the State Council) stipulates that:

First, starting from the freshmen who entered the school in the autumn of 2007, free education for normal students was implemented in six normal university affiliated colleges, including Beijing Normal University, East China Normal University, Northeast Normal University, Central China Normal University, Shaanxi Normal University and Southwest University. It is necessary to accumulate experience and establish a system through the pilot of the subordinate normal university, so as to lay the foundation for training a large number of outstanding teachers and educators.

2. Free education Normal students are free of tuition, accommodation and living expenses during their studies at school. The required funds are arranged by the central finance.

Three, the Ministry of Normal University normal professional admission in advance, select outstanding high school graduates who love education and are interested in long-term and lifelong teaching.

Free normal students sign an agreement with the provincial education administrative department where the school and students are located, and promise to engage in primary and secondary education for more than ten years after graduation. Free normal graduates who work in urban schools should first teach in rural compulsory education schools for two years. The state encourages free normal graduates to teach for a long time and for life.

Free normal graduates who fail to engage in primary and secondary education as agreed shall refund the free education fees they have enjoyed and pay liquidated damages. Provincial education administrative departments are responsible for performance management, and establish free credit files for normal students. If the agreement cannot be fulfilled due to special reasons, it shall be reported to the provincial education administrative department for approval.

Five, free normal graduates generally return to the primary and secondary schools in the province where the students are located. Relevant provincial governments should make overall planning, do a good job in receiving free normal graduates, and ensure that every free normal graduate who teaches in primary and secondary schools has a job; The provincial education administrative department is responsible for organizing the two-way choice between the employing school and the graduates within the required post scope, and effectively arranging and implementing the teaching school for each graduate. All localities should first adopt the method of natural attrition to compile indicators or adopt the way of first-in and last-out to arrange free normal graduates. When necessary, the provincial government of the receiving place may set up a special turnover system.

Free normal graduates can move between schools or engage in educational management during the service period stipulated in the agreement.

Six, intends to teach and meet the conditions of non-normal professional outstanding students, admitted within two years, can be transferred to normal professional in the plan approved by the Ministry of Education and the school, the school according to the standard refund of tuition and accommodation fees, and reissue the living allowance. Free normal students can choose the second major within the scope of normal majors according to the regulations of the school.
