"Compromise" and "Use of Chinese and Western" put forward in the constitution of Jingshi University, attaching importance to normal education, combining basic disciplines with specialized disciplines, setting up "rigorous and practical" courses, and selecting talents in an eclectic way, which embodied Kang Youwei and Liang Qichao's political reform ideas and designed a good start for the development of modern higher education in China.

The Charter of Shi Jing University drafted by Liang Qichao is regarded as the first university charter in China. Shi Jing University Hall is the predecessor of Peking University. The articles of association put forward the school-running policy of "taking middle school as the body and western learning as the application", holding that "both of them need each other, and only when they are unprepared can they achieve great things", emphasizing that the core of the university hall is to cultivate talents, and taking "cultivating extraordinary talents for future use" as the purpose of establishing the university hall.
