The National Open University is a new type of institution of higher learning directly under the Ministry of Education, with the mission of promoting lifelong learning, supported by modern information technology, characterized by "internet plus" and open education for the whole country. Under the leadership of the Ministry of Education, the school co-ordinates the construction of the national open education system, guides and serves the national open education, strives to build a public service platform for lifelong learning, provides lifelong education and services for the whole people, and promotes "everyone can learn, learn everywhere and learn for life".

The predecessor of National Open University is Central Radio and TV University. Supported by modern information technology, the school-running network covers urban and rural areas in a three-dimensional way, paying equal attention to academic education and non-academic education, facing all members of society and without walls. There are 3.59 million students in school, including 6.5438+0.05 million undergraduates and 2.54 million junior college students, including nearly 200,000 farmers, 6.5438+0.000 non-commissioned officers and more than 6,000 disabled students.
