Students belong to the children of poverty-stricken families, families with minimum living security, children of destitute relief providers, orphans, children in distress, children of special care recipients who enjoy regular state pension subsidies, children of policemen who died in the line of duty, children of disabled people recognized by the Disabled Persons' Federation, children of families of destitute workers recognized by trade unions, etc.

2. Students' families suffer from major natural disasters and major emergencies;

3. The level of economic development, the minimum living standard for urban and rural residents, the school price level and the school fee standard where the students are registered;

4. Students' family income, assets and liabilities;

5. The burden, labor culture and occupation, income and health status of family members of students' families supporting the elderly and other children attending school;

6. Rationality of students' consumption quantity and structure;

7. Students' health status, etc.

To apply for the minimum living allowance for urban residents, the head of the household shall submit a written application to the subdistrict office or the town people's government where the household registration is located, issue relevant certification materials, and fill in the Approval Form for the Minimum Living Allowance for Urban Residents. The minimum living allowance for urban residents shall be audited by the neighborhood office or the town people's government, and the relevant materials and preliminary examination opinions shall be reported to the civil affairs department of the people's government at the county level for approval.

When examining and approving the minimum living allowance for urban residents, the administrative examination and approval authorities can investigate and verify the applicant's family economic situation and actual living standard through household surveys, neighborhood visits and correspondence. The applicant and the relevant units, organizations or individuals shall accept the investigation and truthfully provide relevant information.
