The so-called "quality" refers to the relatively stable psychological quality formed through the internalization of knowledge on the basis of human innate physiology, acquired education and social environment. This definition contains three meanings: first, people's quality is not completely innate, but can be gradually improved and optimized through the influence of acquired education and social environment, that is, people's quality can be cultivated and developed; Second, people's quality is the result of internalization and sublimation of knowledge, and simply having knowledge does not mean having corresponding quality; Third, a person's quality is a relatively stable psychological quality, which is cultivated through knowledge accumulation and internalization. A person's quality will permanently affect and act on his behavior and attitude towards the world, life and society. The Central Committee of the Communist Party of China and the State Council issued the Decision on Deepening Education Reform and Promoting Quality Education in an All-round Way, which clearly pointed out: "Implementing quality education means comprehensively implementing the Party's educational policy, taking improving the quality of the people as the fundamental purpose, focusing on cultivating students' innovative spirit and practical ability, and cultivating builders and successors with ideals, morality, culture and discipline in the socialist cause. So we should be a quality citizen.
