Hunan university of science and engineering is not a university. College is a public full-time general undergraduate college approved by the Ministry of Education and headed by the Hunan Provincial Department of Education. School opening 194 1, formerly known as the Seventh Normal School of Hunan Province. In 2002, Lingling Normal College was upgraded to an undergraduate college, named Lingling College, and renamed hunan university of science and engineering in 2004.

After more than 70 years of construction and development, it has become a comprehensive application-oriented undergraduate college. The school is located in Yongzhou, one of the top 20 happy cities in China and a national historical and cultural city. Yongzhou is also known as Lingling. "Records of the Five Emperors" contains: "Hunting in Shunnan, collapsed in the wild of Cangwu, and was buried in Jiuyi in the south of the Yangtze River as Lingling".
