The basic expenses for entering the university are tuition and dormitory fees, in addition to electricity, water, military training, military training clothes, insurance and class fees. In this respect, there are great differences between schools, and there will be obvious differences in the types and amounts of payment.

Students in individual schools need to pay their own electricity and hot water bills. Book fees are generally paid by students, but they are generally not included in the tuition fees and are charged separately. Freshmen also have to pay related fees when they attend military training at the beginning of school. Insurance premiums are paid every academic year, and schools purchase medical insurance in a unified way.

At present, the policy basis for charging tuition fees in colleges and universities nationwide is the Interim Measures for the Administration of Charging Fees in Colleges and Universities (hereinafter referred to as the Measures) jointly promulgated by the State Education Commission, the State Planning Commission and the Ministry of Finance 1996.

The "Measures" stipulate that the tuition standard shall be determined according to a certain proportion of the annual average education and training cost, and the highest proportion shall not exceed 25%.

Assuming that the average cost of education and training in a university for 20 13 years is 20,000 yuan, according to the provisions of the Measures, the tuition standard of the university for 20 14 years shall not exceed 5,000 yuan, as follows:

Tuition standard ≤ 20,000× 25%

25% is a dead red line. At the national level, this highest proportion has not changed. The national education authorities have also reviewed it many times before, and the tuition fee ratio cannot exceed this ratio.
