In order to solve the problem of joining calligraphers of all ethnic groups in areas where there is no book association, starting from the needs of work, I submitted a written application and became a member of this association after being reviewed and recommended by the state, city and county cultural administrative departments.
The detailed rules of membership conditions for group members and individual members of the association shall be organized and implemented by the leading bodies of the association after being approved by the presidium.
Rights enjoyed by members of this Association: the right to vote and the right to stand for election; The right to make suggestions, criticisms and supervision on the work and leading members of the Association; Have the freedom to quit the meeting.

Members who violate national laws, regulations and articles of association or seriously undermine the unity and reputation of the association and cause serious consequences shall be disqualified after deliberation by the presidium; Those who don't participate in the activities organized by the association for two consecutive years and don't pay their membership fees will be treated as automatically quitting the association and notified in the association.
The organizing principle of this association is democratic centralism.
The highest authority of this association is the member congress. Members' congresses are held once every five years, and may be held in advance or postponed when necessary. The duties of the members' congress are: to decide the working principles and tasks of the association; Review the report on the work of the meeting; To formulate and amend the Articles of Association; Elect leading bodies and decide on other major issues.
The association has a board of directors and a presidium. The Council is elected by the members' congress. When the Congress is not in session, the Council shall exercise the functions and powers of the Congress. The Council shall be convened by the presidium from time to time. The Council shall elect a chairman and several vice-chairmen to form a presidium. When the Council is not in session, the presidium exercises the functions and powers of the member congress and the Council. The meeting of the presidium shall be held twice a year or more, and shall be convened by the chairman or the vice-chairman entrusted by the chairman.
The Presidium has a Secretary-General, who is responsible for handling the daily work of the Association. The daily work of the book association is under the responsibility of the Secretary-General.
The chairman, vice chairman, secretary-general and members of the board of directors have the obligation to make more contributions to the construction, development and social welfare of the association. When dealing with major issues, the principle of democratic centralism should be implemented on the basis of full consultation.
The association has honorary posts such as honorary chairman and consultant, which are hired by the presidium. People from all walks of life who enthusiastically support the cause of calligraphy in Qinghai Province may be appointed as honorary posts by the presidium. Honorary positions do not concurrently serve as directors.
If the members of the leading group violate the national laws and regulations and the articles of association of this Association or are incompetent, they should be adjusted, removed or replaced through democratic procedures.
The sources of funds for the association are state grants, membership fees, social sponsorship and other legitimate income.
