Second, volunteer setting and reporting
This year, our province has implemented the voluntary setting of parallel colleges and universities in batches of liberal arts, science and sports, as well as batches of admission results of provincial unified examinations for art majors.
(A) liberal arts, science, sports, voluntary settings
This year, our province set up parallel college volunteers in the admission batches of liberal arts, science and sports, and collected parallel college volunteers. The college side is displayed as 1 volunteer and the second volunteer. Among them, the volunteers of parallel colleges are pre-filled by candidates before admission; After the voluntary admission of each batch of parallel colleges and universities is completed, candidates who have not been admitted and meet the reporting conditions will fill in their own online volunteers within the specified time and collect volunteers from parallel colleges and universities.
Candidates in batches of liberal arts, science and sports can fill in eight parallel colleges A, B, C, D, E, F, G and H. The parallel colleges include A, B, C, D, E, F, G, H, I, J 10 colleges, including one for liberal arts and one for science.
(b) Artistic voluntary environment
Art majors set up traditional college volunteers, parallel college volunteers and collect college volunteers according to different professional examination methods. The admission batch is set to two batches in advance for undergraduate colleges and higher vocational colleges. Specifically:
1. Undergraduate colleges are admitted in advance.
Small batch 1: 30 independent undergraduate course Art College, 15 Tsinghua University and other colleges, the original "2 1 1 Engineering" colleges, universities directly under the central government and Shenyang Conservatory of Music admitted non-art undergraduate majors, and traditional colleges volunteered to set up.
The second small batch: Art undergraduate majors in colleges and universities inside and outside the province use the results of the provincial unified examination to enroll students, and voluntarily set up parallel colleges.
The third small batch: Except for 1 small batch of art advanced undergraduate majors, other art undergraduate majors admitted by professional school examination results are offered voluntarily in traditional colleges and universities.
2. Higher vocational colleges.
The use of provincial unified examination results admitted to the professional, the implementation of parallel institutions to set up voluntarily; The majors admitted by using the results of the college entrance examination will be set up voluntarily in traditional colleges and universities. Candidates can only choose one of the institutions that use the provincial unified examination results or school examination results.
After the batch admission of art undergraduate and art vocational colleges (specialties) is completed, 1 college is set to collect volunteers, and candidates can only choose 1 college to fill in the form.
For colleges and majors that use the results of the provincial unified examination, set up parallel colleges. Each batch of parallel institutions will include 8 institutions A, B, C, D, E, F, G and H, and the collection of parallel institutions will include 8 institutions A, B, C, D, E, F, G, H, I, J 10; The traditional college volunteer setting is implemented for colleges and majors that use the results of the college entrance examination, that is, each admission batch is set with 1 college volunteer, each college volunteer contains 4 professional volunteers, and 1 professional volunteer is subject to adjustment.
(3) Voluntary reporting
This year, after notifying candidates of the results of the college entrance examination, the level of academic proficiency test, the number of candidates announced step by step, the minimum admission control scores of each batch (the first batch only) and the volunteer qualification line, our province will organize candidates to fill in the college entrance examination volunteers on the website (or) specially set up by the Provincial Education Examinations Institute in two stages.
The first stage: from June 27th to July 2nd (as of July 2nd 17:00), fill in the undergraduate college volunteers. Specifically, it includes: admission to undergraduate colleges in advance for arts and sciences (including military, public security, politics and law, navigation, local specialties, rural teacher program, and other colleges), admission to undergraduate colleges in advance for sports and art, and volunteering for the first and second batch of undergraduate colleges in arts and sciences. In addition, our province has also specially set up a column of "independent enrollment, pilot colleges, special plans for colleges and universities, and comprehensive evaluation and admission". Candidates who meet the requirements of multiple enrollment types or enrollment institutions can only choose one institution to fill in the report.
Among them, a small number of colleges and universities that enroll undergraduate students in art classes in advance must complete their registration before June 29th 17:00.
The second stage: July 27-28 (as of July 28 17:00), fill in the volunteers in higher vocational colleges. Candidates who are not admitted in the first stage, but who meet the requirements of volunteering in the second stage, can fill in, including: liberal arts, science, sports, art higher vocational colleges (specialties) volunteering.
Candidates who are not accepted and meet the requirements for volunteering in the corresponding batch of parallel colleges and universities after the admission of each batch of volunteers (including traditional artistic volunteers, the same below) must fill in the volunteers in parallel colleges and universities within the specified time.
Third, take care of the admission policy.
According to "Jiangsu Province 20 17 Opinions on Enrollment of Ordinary Colleges and Universities", the admission policies for enrollment care of ordinary colleges and universities in our province are determined as follows:
(1) Candidates under any of the following circumstances will be given extra points on the basis of the total score of the candidates' unified examination results (the same candidate can only enjoy one of the highest points if he meets multiple conditions for extra points), and the university will examine and decide whether to admit them:
1. Self-employed retired soldiers, 5 points can be added when they are admitted; During the service period, veterans who won the second class merit or were awarded the honorary title by units above the military area command can add 10 to file when they are admitted.
2. Children of martyrs can enter school with 10 points.
3 minority candidates, enter oneself for an examination of provincial colleges and universities, can add 3 points.
4. Returned overseas Chinese, children of returned overseas Chinese, children of overseas Chinese, and candidates from Taiwan Province Province can add 10 to file.
(two) meet one of the following conditions, meet the requirements of relevant institutions, under the same conditions as other candidates, priority admission:
Candidates who have retired from active service in the army, children of soldiers who have won the second-class merit in peacetime or the third-class merit in wartime, children of first-class to fourth-class disabled soldiers, children of soldiers who have sacrificed their lives in the line of duty, and children of soldiers who have worked in more than three types of hard and remote areas determined by the state and more than two types of islands designated by Xizang Autonomous Region and the PLA headquarters for a total of 20 years, Children of military personnel who have worked in more than four types of hard and remote areas determined by the state or in special islands designated by the PLA headquarters for a total of 10 years, children of aircrew personnel who have been flying or grounded for less than 1 year or have reached the maximum flying life, children of military personnel who have worked in ships for 20 years, and children of military personnel who have worked in aerospace and nuclear-related posts for a total of 15 years. The list of candidates who apply for the above-mentioned care policy shall be reported to the provincial education examinations institute and other relevant departments for examination after the candidates' schools (or units), counties (cities, districts) and municipal admissions offices publicize without objection. The approved list is valid after being publicized again without objection.
(3) According to the relevant provisions of our province's 08 college entrance examination scheme and its fine-tuning methods, fresh candidates who meet one of the following conditions can score extra points on the basis of their total scores in the unified examination, and the colleges and universities will examine and decide whether to accept them. The specific provisions are as follows:
1. For the liberal arts or science candidates who take the compulsory subject examination for the first time and pass the technical subject examination (including the technical subject make-up examination, the same below), every 1 compulsory subject score reaches the first level, and 1 point is added before marking, which is included in the unified examination score; If the scores of the four compulsory subjects reach Grade A and the technical subjects pass the examination, 1 point will be given before marking, that is, 5 points will be added to the unified examination results.
2. Sports and art candidates who did not report to liberal arts or science classes took the compulsory subject examination for the first time and passed the technical subject examination. Every 1 required course score reaches a level, and 1 point is added before marking, which is included in the unified examination score; If the scores of 4 compulsory subjects and above reach Grade A and the technical subjects pass the examination, 5 points will be added before marking.
3. Sports and art candidates who apply for liberal arts or science majors at the same time will be rewarded according to the liberal arts or science candidates' policies for four compulsory subjects except two elective subjects, such as obtaining A-level in the academic level examination for the first time and passing the technical subject examination; When participating in the admission of sports or art majors, the reward scores shall be implemented with reference to the policy of not reporting sports or art candidates to liberal arts or science.
The policy reward points specified in Article (3) can be accumulated with the care points specified in Article (1).
(4) In the comprehensive quality evaluation, if the single item of "learning ability", "sports and health" and "aesthetics and performance" reaches Grade A and the other three items are all qualified, universities can give priority to admission under the same conditions; All of them are D-level, and universities can not accept them.
Fourth, the preparation for admission and the simulation of filing
In order to ensure the smooth implementation of the admission of ordinary colleges and universities, and to ensure that some special types of candidates are admitted according to relevant policies, all enrollment institutions should complete the following work before the admission begins:
data preparation
Before June 6th, 1.7, the list of candidates for independent enrollment, pilot colleges and universities' special plans and comprehensive evaluation was passed; Approve the list of candidates for high-level sports teams, the qualification list of special candidates such as special students of high-level art troupes, and the names, codes and requirements of subjects selected by enrollment institutions.
2. Before the simulated file lifting, determine the file shifting ratio of colleges and universities (in principle, the file shifting ratio should not exceed 1: 1.05), and suggest that colleges and universities with more than 200 people (including) in each batch adopt1:1.200 people. If the university fails to provide the shift ratio on time, the default shift ratio for each batch is 1: 1.0 1.
(2) Simulated bidding
1. Before each batch of arts and sciences is officially filed, it is simulated, and the simulated filing is carried out according to the file transfer ratio determined by the Provincial Education Examinations Institute and colleges.
2. The simulation file is conducted according to the special requirements of relevant institutions (such as the requirements of selected subjects and academic level test grades; It is expected that the extension plan will be increased; According to the first batch of undergraduate courses or the second batch of undergraduate courses. ).
3. After the end of the simulated filing, the simulated filing line will be provided to colleges and universities through the WWW information release website immediately. According to the requirements of colleges and universities, such as increasing the number of postponed plans and adjusting the proportion of file transfer, we will re-file and form the final file line of each college.
Five, the principles and methods of filing.
(A) the principle of filing
1. Arts and Science
The principle of volunteering in parallel colleges of arts and sciences is "according to arts and sciences, according to grades, according to grades, according to volunteers". The specific method of volunteering in parallel colleges and universities is to classify the candidates on the provincial control line by subject, and search for candidates' A, B, C, D, E, F, G, H or A, B, C, D, E, F, G, H, I and J volunteers in order from high score to low score. As long as there is an institution that meets the filing conditions among the searched 8 or 10 institutions, it will be filed with that institution; If there is no institution that meets the filing conditions, it cannot be filed. After the completion of the above process, regardless of whether or not to file, it is deemed that the candidate has enjoyed the opportunity of volunteering to file in this batch of parallel institutions. If a candidate's file is dropped out of an institution for some reason, it will not be re-invested in other institutions in parallel volunteer.
2. Sports category
Candidates, whether male or female, whose academic achievements and professional achievements reach the provincial control line and the academic level test results meet the relevant requirements, file according to the file transfer ratio proposed by the institutions (not exceeding 1: 1.05) and the principle of "conforming to the grade, giving priority to the sum of academic achievements and professional achievements, and obeying the will".
3. Art category
Colleges and universities that use the results of the provincial unified examination for art majors implement the voluntary filing of parallel colleges, and the principle of filing is "conforming to grades, giving priority to scores, and following volunteers". The principle of filing in colleges and universities that use the examination results of art majors is to file candidates with qualified cultural scores according to the proportion of file transfer proposed by colleges and universities. Art colleges and universities should also meet the performance requirements put forward by colleges and universities at the time of filing if they put forward performance requirements for compulsory subjects. Specifically divided into the following four situations:
(1) Colleges and universities (majors) that use the results of the provincial unified examination for music majors divide candidates whose cultural achievements and professional achievements reach the provincial control line into vocal music and instrumental music. According to the professional score line and file transfer ratio proposed by the admissions institution (no more than 1: 1.05), according to the principle of "conforming to grade, giving priority to professional score line and following the will",
(2) Colleges (majors) that use the results of the provincial-level unified examination of fine arts and choreography majors voluntarily vote for candidates whose cultural and professional achievements have reached the provincial control line according to the sum of their cultural and professional achievements and the shift ratio (no more than 1: 1.05) proposed by the enrollment institutions, and according to the principle of "conforming to the grade, giving priority to the sum of their cultural and professional achievements and obeying the will".
(3) Candidates who apply for Tsinghua University and other 30 independent undergraduate course art colleges and 15 colleges, and whose cultural and professional achievements meet the minimum admission control scores stipulated by the relevant enrollment colleges, shall file according to the file transfer ratio proposed by the colleges.
(4) Candidates who apply for 30 independent undergraduate art colleges such as Tsinghua University and other colleges (majors) other than 15 colleges, and whose majors are qualified and their culture has reached the provincial control line, will file according to the file transfer ratio proposed by the colleges.
Colleges and universities choose the best candidates according to the pre-determined admission rules in our enrollment regulations.
For a small number of colleges and universities that have accepted art undergraduate courses in advance, our college will distribute the candidate's volunteer data to relevant colleges and universities through the examination management system of art schools before July 2, and formally put on record through the admission system on July 8, and the colleges and universities will upload the proposed admission list through the admission system.
(2) Measures for filing
1. liberal arts batches, science batches, sports batches and admission batches of provincial-level unified examination results of art majors shall be filed in batches according to the principle of voluntary filing in parallel colleges and the ratio of file transfer determined by each school; Colleges and universities that use the results of professional school examinations for art classes file according to the traditional voluntary filing method. In the process of filing, if the total scores of liberal arts and science candidates are the same, they will be sorted from high to low according to the sum of Chinese and mathematics scores and the scores of additional questions. If they are still the same, liberal arts candidates are ranked from high to low in Chinese (excluding extra points), mathematics and foreign languages, while science candidates are ranked from high to low in mathematics (excluding extra points), Chinese and foreign languages. If the total scores of sports and Art Candidates are the same, they will be sorted from high to low according to the total scores of culture; If they are still the same, they will be ranked from high to low in Chinese, mathematics and foreign languages. After sorting according to the above rules, if it is still the same, all these candidates will file according to their wishes, and the universities will decide whether to enroll or not.
2. Colleges and universities that implement independent enrollment, enrollment in pilot colleges and universities, special plans for colleges and universities, and comprehensive evaluation of enrollment reform in provincial colleges and universities should be admitted in accordance with the relevant policies of the Ministry of Education and our province, in accordance with the rules and methods determined in the enrollment charter. For candidates who fill in voluntary enrollment, pilot colleges, special programs of colleges and universities, and comprehensive evaluation of admission by provincial colleges and universities and meet the requirements of filing, before the first batch of undergraduate enrollment, our college will file with relevant colleges and universities, and the colleges and universities will decide whether to enroll or not. Colleges and universities should promptly withdraw candidates who do not meet the admission requirements before this batch of files, so that these candidates can participate in the voluntary files of colleges and universities in this batch and subsequent batches.
3. In the process of volunteering in parallel colleges and universities, if minority candidates apply for provincial colleges and universities, they can add 3 points when they are admitted. For minority candidates who apply for ethnic preparatory classes, if colleges and universities are short of students on the provincial control line, they will be downgraded according to the relevant care admission policy, with a maximum score of 40 points.
4. Candidates who apply for the flight technology major of Air Force Aviation University and Naval Aviation University must be qualified candidates for the physical examination and political examination of the Air Force or Navy. According to the list of qualified candidates, the candidates who meet the admission conditions will be directly admitted before the admission of undergraduate colleges in advance.
5. Announce the comprehensive evaluation admission plans of five universities, including University of Chinese Academy of Sciences, University of Science and Technology Shanghai, Nanjing University, Southeast University and Beijing Foreign Studies University, in advance, and only recruit candidates who have participated in the school examination and have been selected. The Provincial Education Examinations Institute will determine and publicize the list of candidates without objection according to the school, and directly admit candidates who meet the admission conditions before enrolling undergraduate colleges in advance.
6. In the second stage, candidates who fill in the volunteers of the "Directional Training of Non-commissioned Officers" colleges and pass the physical examination, interview and political examination are admitted to the second batch of liberal arts undergraduate colleges according to the rules of parallel volunteer.
(3) About recruiting volunteers from (parallel) colleges and universities
After each batch of parallel colleges and universities volunteer to fill in the report, candidates who are not admitted and meet the reporting conditions will fill in the online report of (parallel) colleges and universities within the specified time. Therefore, colleges and universities are required to complete the admission work in all aspects such as filing, marking, auditing and withdrawing files on time according to the procedures stipulated by our college, to ensure the normal turnover of files, to ensure that candidates fill in and collect (parallel) college volunteers within the specified time, and to ensure the smooth admission work.
For colleges and universities that fail to complete the relevant work as required within the specified time, and still refuse or deliberately delay the time after being contacted by our college, our college will set the candidates' electronic files as pre-admission status according to the spirit of the documents of the Ministry of Education, the number of plans and admission rules of relevant colleges and universities, and the order from high score to low score. At the same time, immediately notify the relevant universities in writing and report the relevant situation to the Ministry of Education.
(4) About the policy of reducing points and investing in files.
After each batch of parallel colleges and universities volunteered (parallel colleges and universities volunteered), if there were still a few colleges and universities with insufficient online students, they could not complete the enrollment plan. According to the relevant regulations, candidates who fill in the volunteers of vacant colleges and universities in this batch of pre-filled parallel colleges and universities may, according to their own wishes, appropriately lower their scores to the vacant colleges and universities under the provincial control line in the same batch, and the colleges and universities will select the best candidates. If there are still a few colleges and universities with insufficient students to complete the enrollment plan after lowering the score line according to the relevant regulations, candidates who volunteer to fill in (parallel) vacant colleges and universities in this batch can lower the score line appropriately according to their wishes and file with the vacant colleges and universities, and the colleges and universities will select the best candidates. The maximum deduction for each batch is generally not more than 10.
Six, about enrollment
Our province continues to try out the enrollment model in some higher vocational colleges in the province. Seven, admission system, admission audit and file transfer
1. Admission system
Universities and provincial education examination institutes implement the admission of new students in accordance with the admission system of "the school is responsible and the provincial education examination institute supervises". For candidates who have passed the examination of ideological and political morality, their physical conditions meet the training requirements of relevant majors, their filing scores reach the minimum control score of the same batch of provincial admission and meet the requirements of file adjustment in colleges and universities, the Provincial Education Examinations Institute will put the electronic files of candidates into them according to the ratio of reading candidates' files proposed by colleges and universities, and the file adjustment ratio will be controlled within 105% in principle. Colleges and universities rank candidates according to the admission rules determined in their published enrollment regulations, decide whether candidates are admitted and their majors, and be responsible for explaining those who are not admitted and dealing with other remaining problems.
The Provincial Education Examinations Institute is responsible for organizing the implementation of electronic files of qualified students in colleges and universities, supervising the implementation of national enrollment policies and enrollment plans in colleges and universities, and preventing and correcting violations of national enrollment policies and regulations.
2. Review of the roster of new students and transfer of candidates' files.
The enrollment list of freshmen in colleges and universities must be reviewed by our college, which will affix the special seal for admission, and the college will issue admission notices to freshmen accordingly.
Candidates with the "Admission Notice" to the original graduation middle school (unit) to receive sealed personal paper files, to report to colleges and universities.
After the admitted candidates report to colleges and universities, colleges and universities must directly print the relevant information in the candidates' electronic files from the school admission library and affix the official seal of the school as the original files (including the candidates' registration form, physical examination form, volunteer form, etc.). ) and other paper files are stored in the candidate's personal file.
