According to the relevant regulations of China, educational institutions providing foreign teachers' services must apply to the local Bureau of Foreign Experts Affairs for qualification and register after approval. At the same time, the acquisition of "the qualification of hiring foreign experts" is not once and for all. Training institutions must pass the annual inspection of the Bureau of Foreign Experts Affairs every year, otherwise it will be illegal. According to China's Entry-Exit Administration Law, it is illegal to employ foreign teachers who have not obtained professional qualifications. Those who illegally employ foreigners will be fined 654.38 million yuan for each illegally employed person, with a total amount not exceeding 654.38 million yuan. If there are illegal gains, the illegal gains shall be confiscated.
