In other words, in order to ensure social equity, narrow the regional development gap and personal income gap, the government uses various means to adjust social distribution and organize social security, thus improving the overall social welfare level and finally achieving * * * prosperity.

Therefore, the government of China should strengthen the management of family planning, including the legal construction of family planning, formulate principles and policies, plan and organize scientific research on family planning, and strengthen publicity, consultation and technical services on family planning.

2. Different origins

University:

Modern universities directly originated from European medieval universities in 12 and 13 centuries. Ancient Egypt, India and China are the cradles of higher education, and ancient Greece, Rome, Byzantium and Arab countries have established relatively perfect and developed higher education systems. Although many educational historians call these local institutions of higher learning universities, strictly speaking, they are not real universities.

Society:

In ancient times, some single cells gradually formed cell communities. With the development of the community, the division of labor is gradually clear, and multicellular organisms gradually appear. Multicellular organisms themselves are a cellular society.

After that, these multicellular organisms gradually evolved into many families, genera and species, some of which evolved into powerful predators, while others evolved into small predatory organisms (such as Yunnan worm, the ancestor of human beings).

However, in order to avoid predators, these creatures form a collective, and they will take some measures to confuse predators. For example, some primitive shrimps are connected end to end in chains, and these ancestors pioneered a multicellular biological society.

3. Different characteristics

University:

University culture is gradually formed on the basis of long-term school-running practice. The earliest universities can be traced back to the pre-Qin period in China and ancient Greece and Rome in the west, with a history of more than 2,500 years.

"The Way of University" advocated by China's "The University" in the pre-Qin period, the thought of "governing the country by philosophy" advocated by Plato in the west and the thought of "free education" advocated by Aristotle initiated the first exploration of the concept of university and its law of running a school.

Learning culture, based on knowledge and its disciplines (majors), is the organizational basis for the existence of universities, the fundamental feature that distinguishes universities from other social organizations, and the fundamental feature that distinguishes university culture from other social organization cultures.

University culture is the result of the blending of local culture and international culture. The original meaning of the word university is universality, wholeness, cosmopolitanism and cosmology. Since its birth, its spiritual temperament is the blend of all rivers and cultures, and it is in this blend of cultures that universities continue to develop.

Society:

This is a cultural and organized system. It is organized by people through certain cultural patterns.

Production activities are the basis of all social activities, and any society must carry out production.

Any given historical period is the largest social group in which human beings live together.

A particular society has clear geographical boundaries and exists in a certain spatial range.

There are continuity and discontinuity. Any particular society inherits the heritage of predecessors, and at the same time has horizontal connection with the surrounding society and has its own characteristics.

There is a set of self-regulation mechanism, which is a "living body" with initiative, creativity and transformation ability. It can actively adjust its relationship with the environment and create conditions suitable for its own survival and development.
