First, the investigation and handling of guanxian Chen Chunxiu's impersonation of going to college. Chen Chunxiu, female, Han nationality, was born in March 1984. In June 2004, she graduated from Wu Xun Middle School in guanxian, Liaocheng, and worked outside for a long time. Now she is a private kindergarten teacher in guanxian. Substitute: Chen Yanping, female, Han nationality, born in May 2005. 1986. He graduated from Liaocheng No.1 Middle School in June 2004, then studied at Shandong University of Technology under the guise of Chen Chunxiu, and graduated in July 2007. In the same year, she was openly recruited by the village assistant to work in Zhuang Yan Street (formerly Zhuangyan Township) in guanxian.
(a) about the admission notice. In 2004, the college entrance examination in Chen Yanping scored 303 points (liberal arts), which did not reach the admission score of a group of junior college students. His father Chen (legal representative of guanxian Guanzhou Fuxing Trading Co., Ltd.) and his uncle (then deputy secretary of the township party committee and head of the township) asked Feng Xiuzhen, then director of the guanxian Admissions Office, to help others go to college. On July 26th, Feng Xiuzhen and Chen agreed to take Chen Chunxiu (the college entrance examination score was 546 points in science, which was 27 points higher than the admission score of a group of junior college students in that year) as an impostor, and arranged for the county admissions office staff to print out Chen Chunxiu's admission ticket and hand it over to Chen. After consulting Shandong University of Technology and learning that Chen Chunxiu's admission notice had been issued, Chen Ju Peng found Li Chengtao, then deputy director of guanxian Post Office, and lied about getting her daughter's admission notice, and intercepted Chen Chunxiu's admission notice from the county post office with her ID card.
(2) On the issue of forging files. After Chen obtained Chen Chunxiu's letter of admission, Feng Xiuzhen took advantage of the convenience of the county admissions office to uniformly distribute candidates' files and handed Chen Chunxiu's files to Chen. In order to make the file information consistent, Zhang Feng found Cui, then the principal of the middle school. Cui Jihui arranged for Li Jianmin, vice president and director of the office, and Guo Lanzhong, director of the Student Affairs Office, to stamp the official seal of Wu Xun High School on the blank high school graduate registration form with Chen Yanping's photo. Zhang Feng stamped the official seal of Zhuang Yan Township Government, forged a high school graduate registration form with Chen Chunxiu's name, photo and related information, and replaced it in the examinee's file.
(3) On the issue of household registration fraud. In August 2004, Zhang Feng found Ren Shukun, then the director of Zhuang Yan Police Station of guanxian Public Security Bureau, and issued a false account transfer certificate for Chen Yanping on the grounds that his niece was admitted to university but lost her account. Ren Shukun illegally arranged for Guo Wei, a policeman with household registration, to forge a household registration transfer certificate. His household name is Chen Chunxiu and his address is Dongnanzhuang Village, Zhuangyan Township. In July 2007, after graduating from college, Chen once again asked Ren Shukun to help him forge a new account. In violation of regulations, Ren Shukun forged a new household registration book named Chen Chunxiu after Wang Junchao, deputy director in charge of the county public security bureau, signed the relevant materials in the name of household registration.
(4) About enrollment and qualification examination. On August 3rd, 2004, Chen Yanping reported to the School of Economics of Shandong University of Technology. Due to the incomplete application materials, I coordinated with Du, then assistant to the director of the academic affairs office of the school, and helped with the admission procedures. The School of Economics did not conduct a substantive review of her identity. In mid-September, Shandong University of Technology deployed the qualification examination of freshmen, and the School of Economics arranged the student affairs office of the school to take charge of this work. However, due to the imprecise design of the freshman qualification examination procedure, the relevant personnel did not perform their duties seriously, and no case of Chen Yanping impersonating Chen Chunxiu was found.
(5) the question of taking part in the work. On June 5438+ 10, 2007, guanxian recruited the staff of public institutions (including village assistants), and then Feng Guiqiu, the deputy director of the Personnel Dispute Arbitration Division of guanxian Personnel Bureau, was not strict with the control, and found no inconsistency in Chen Yanping's relevant information, which led her to pass the examination and take the recruitment examination and be hired.
(6) About the dereliction of duty of relevant personnel in the verification of Chen Chunxiu's impersonation. On May 27th, 2020, Chen Chunxiu went to guanxian Admissions Office to inquire about his college entrance examination information, but Zhang Hongchun, a staff member of guanxian Admissions Office, still asked him to issue a letter of introduction from the village, which violated the Notice of the General Office of Shandong Provincial People's Government on Cleaning up the Certification Matters (Zheng Lu Office Zi [20 18]No. 146, 2065438). On May 28th, Chen Chunxiu went to Wanshan Police Station of guanxian Public Security Bureau to ask for an impostor.
