2. The employer or individual shall submit relevant materials to the labor security office in the jurisdiction.
3. After being audited by the Labor and Social Security Institute, submit it to Manzhouli Employment Service Center.
Conditions for applying for public welfare posts:
Urban zero-employment family members; Laid-off workers over 40 years old for women and over 50 years old for men; Family members of low-income households and marginal households; Husband and wife are unemployed (laid off); Unemployed disabled, martyrs and veterans; Single parents raising minors; Unemployed college graduates from poor families; Personnel are determined by the municipal government according to employment needs.
Public welfare post is a way of employment for people with employment difficulties, which is suitable for people with employment difficulties and gives priority to people with special employment difficulties.
Materials required for public welfare post declaration
1. Persons who meet the conditions for identifying employment difficulties.
2. The ID card, employment unemployment registration certificate, a copy of the original household registration book, a copy of the graduation certificate of college graduates, and a copy of the electronic diploma.

9. Fill in the roster for examination and approval of public welfare post wages and social insurance subsidies for people with employment difficulties.

Article 4 Employment subsidy funds are divided into two categories: subsidies for individuals and units and subsidies for capacity building of public employment services. Subsidies for individuals and units are used for expenses such as vocational training subsidies, vocational skill appraisal subsidies, social insurance subsidies, public welfare post subsidies, entrepreneurship subsidies, employment trainee subsidies, and job-seeking and entrepreneurship subsidies.
Article 8 The range of people who enjoy public welfare post subsidies is those with employment difficulties, with emphasis on the elderly unemployed and zero-employment family members. Post subsidies shall be given to those with employment difficulties who are placed in public welfare posts, and the subsidy standards shall be implemented with reference to the local minimum wage standards. The duration of public welfare post subsidies shall not exceed 3 years except for those with employment difficulties who are less than 5 years away from the statutory retirement age (subject to the age when the public welfare post subsidies are first approved).
