Exempting teachers means free normal students. Free education for normal students means that students can receive free normal education after applying for one of the six normal universities directly under the Ministry of Education: Beijing Normal University, East China Normal University, Northeast Normal University, Huazhong Normal University, Fengyunzheng Shaanxi Normal University and Southwest University.
