Each batch of parallel college volunteers includes three colleges, A, B and C, and each college can fill in four professional volunteers, 1 professional volunteer. 3. Fine Arts This year, the fine arts majors in our province are different according to the professional examination methods. There are two kinds of candidates' volunteering: traditional college volunteering and parallel college volunteering. Traditional college volunteers are set for colleges and majors that use professional school examination results, that is, each admission batch is set with 2 college volunteers, and each college can fill in 4 professional volunteers and 1 professional volunteers; Parallel institutions are set up for institutions and majors that use the results of the provincial unified examination, that is, each admission batch includes 3 institutions A, B and C, and each institution can fill in 4 professional volunteers and 1 professional volunteers. Second, the principles and methods of voluntary reporting in parallel colleges and universities 1. The principle of volunteering in ordinary parallel colleges and universities is "score first, follow volunteering". The Provincial Education Examinations Institute ranks candidates according to the total scores of five subjects from high to low, and files them one by one. When searching for candidates' volunteers A, B, C or A, B, C, D and E in turn, as long as one of the three or five searched institutions meets the filing conditions, that is, the student has the opportunity to volunteer in this batch of parallel institutions, the institutions will decide whether to enroll and enroll the majors, and be responsible for it. When parallel colleges voluntarily file, the Provincial Education Examinations Institute will file according to the file-shifting ratio (no more than 1: 1.2) proposed by relevant colleges and the above-mentioned file-shifting principle. Candidates with the same total scores in five subjects are ranked from high to low according to the sum of their scores in Chinese, mathematics and foreign languages. If the total scores of the above three subjects are still the same, all candidates with the same scores will be enrolled according to their wishes (from A to C or from A to E), and colleges and universities will decide whether to enroll or not. For the self-selected candidates determined by colleges and universities that implement self-selection, before the first batch of parallel volunteer files for ordinary undergraduate students this year, they will file files with relevant colleges and universities according to the Volunteer Form for Self-selection and Admission of Candidates in Jiangsu Province in 2007, and the colleges and universities will decide whether to enroll or not. Candidates who are not admitted by independent selection are dismissed by independent enrollment institutions and participate in subsequent batches according to the volunteers of parallel institutions and the total score of college entrance examination. For special candidates such as high-level athletes, artistic talents and outstanding students in a single subject who meet the requirements of bidding, after bidding in parallel volunteer according to relevant policies, they will make supplementary bidding according to their volunteering, and the colleges and universities will decide whether to enroll and enroll their majors. Among them, for outstanding candidates with a single subject, those who have not been voted out after volunteering in parallel colleges and universities will be voluntarily replaced by the last college in parallel volunteer. 2. The filing and admission of art majors are divided into three types according to the types of enrollment majors: (1) colleges and universities that use the results of the provincial unified examination of music majors. Candidates whose cultural and professional achievements have reached the minimum control score of provincial admission will be filed by the Provincial Education Examinations Institute according to their professional achievements and the file transfer ratio proposed by colleges and universities (not exceeding 1: 1.2), and will be selected by colleges and universities according to the principle of "giving priority to majors and following volunteers" and referring to the voluntary file transfer method of ordinary parallel colleges and universities. (2) In colleges and universities that use the results of the provincial unified examination for fine arts majors, candidates whose cultural achievements and professional achievements have reached the minimum control score of provincial admission will be filed by the Provincial Education Examinations Institute according to the sum of the candidates' cultural achievements and professional achievements and the ratio of file shifting proposed by colleges and universities (no more than 1: 1.2), according to the principle of "the sum of cultural achievements and professional achievements takes precedence and obeys the will". After the voluntary admission of each batch of parallel colleges and universities is completed, the Provincial Education Examinations Institute will provide the candidates with admission status information in time through the city, county (city, district) Admissions Office and other channels, and announce to the public the institutions, majors, enrollment numbers and other information that have not completed the enrollment plan in time. Candidates who have not been admitted and meet the relevant conditions must go to the designated place of the city and county (city, district) Admissions Office to fill in and collect volunteers from parallel institutions (art is to collect volunteers from institutions) according to the time specified by the Provincial Education Examinations Institute (attached to the back of the examination certificate). Candidates who fail to fill in the volunteers of parallel colleges and universities (arts, college volunteers) according to the specified time and place are deemed to have automatically given up the opportunity to fill in the volunteers. If the candidate fails to fill in the volunteer information according to the time and procedures stipulated by the local admissions office, and signs the volunteer information, the adverse impact on his admission will be borne by the candidate himself. According to the principle of volunteering in parallel colleges, the Provincial Education Examinations Institute will re-file candidates who volunteer in parallel colleges (art is volunteering in parallel colleges), and the colleges will decide whether to enroll or not. 2. The general and sports parallel colleges and universities all include A, B and C colleges and 1 voluntary colleges and universities. 3. Candidates can only choose one of the colleges and universities that use the professional school examination results and the colleges and majors that use the professional provincial examination results (parallel colleges) to fill in the art college volunteers. Among them, candidates who choose traditional colleges can fill in 2 colleges, candidates who choose parallel colleges can fill in A, B and C, and the Provincial Education Examinations Institute files according to the rules of traditional college volunteering and parallel college volunteering, respectively, according to whether the candidates fill in the recruitment of college volunteering is traditional college volunteering or parallel college volunteering. 4. Candidates are limited to the institutions that use the results of the professional provincial unified examination when reporting whether they obey other institutions in the art category. Candidates who fill in "obeying other institutions" must have professional provincial-level unified examination results and reach the minimum control score of the corresponding batch of provincial admission. Four. Advantages and disadvantages of parallel volunteer's filing First, let's take a look at the shortcomings of the previous sequential voluntary filing model. Under the traditional sequential volunteering mode, there are three shortcomings in scoring first and then volunteering or scoring before the exam. First, there are great risks for candidates to volunteer in the game, especially after the exam, and the phenomenon that some college candidates volunteer too much is more prominent. The situation of "doing well in the exam is not as good as reporting well", "low score" and "high score" has affected the correct understanding of fairness and justice in society. Second, the students in colleges and universities are unbalanced, and the annual differences and inter-school differences cannot be controlled. It is difficult to recruit students in colleges and universities, which leads to the phenomenon of "big and small years" and even the phenomenon of stopping files. This large fluctuation of student sources makes colleges and candidates at a loss. Third, the candidates' voluntary satisfaction rate is high, but the satisfaction rate is low, which is manifested in the low enrollment rate of undergraduate or junior college students, the high proportion of repeat students among candidates, and even high scores, resulting in a great waste of social resources. Compared with the traditional sequential volunteering, the "parallel volunteer" is equivalent to a candidate choosing more than one first choice at a time, which expands the range of candidates' choices, enables candidates to have more opportunities to be admitted, reduces the risk of volunteering to fill in, and can effectively improve the candidate's volunteer satisfaction rate and admission rate. According to some provinces that implemented parallel volunteer earlier, the admission rate in parallel volunteer can reach over 90%. However, parallel volunteer is not an "equal volunteer", and parallel volunteer's reporting method does not mean that candidates have entered the "safe". There are also risks in parallel volunteer's registration mode. The above is the enrollment data of some colleges and universities in Zhejiang Province in recent two years. Parallel volunteer has been implemented in Zhejiang since 2007, and it is one of the earliest provinces in China to implement parallel volunteer. It is not difficult to see from the table that the difference in admission scores of Xi Jiaotong University in 2008 was as high as 46 points, while the difference in admission scores of this school in 2007 was only 1 point (see table 1). In 2008, the score difference of Dalian University of Technology was 2 points, and candidates could be admitted as long as they crossed the provincial control line, while in 2007, the score difference was as high as 52 points (see Table 2). In the same two years in parallel volunteer, the phenomenon of enrollment years has not disappeared, but the admission scores are quite different, and some colleges and universities are even getting worse.
