Governments at all levels should take rigid measures to ensure the placement of jobs and ensure the quality of resettlement.
(a) the resettlement of retired soldiers who meet the working conditions arranged by the government shall be determined according to the principle of receiving the whereabouts of self-employed retired soldiers. The annual reception and resettlement plan for demobilized noncommissioned officers and disabled retired soldiers shall be issued by the provincial department in charge of resettlement of retired soldiers after examination and approval according to the national plan.

If there are vacancies in all kinds of jobs and logistics auxiliary posts paid by the government, they should be given priority to receive retired soldiers who meet the post conditions arranged by the government. No industry, system or unit may issue discriminatory resettlement documents for retired soldiers, and all those that have been issued shall be abolished. At the same time, it is strictly forbidden to refuse to accept and resettle retired soldiers for any reason or to restrict or prohibit subordinate units from accepting and resettling retired soldiers, and it is strictly forbidden to replace receiving and resettling with labor dispatch. All industries, systems and units must resolutely complete the mandatory resettlement tasks assigned by the local government.
(4) Governments at all levels should, in accordance with the principle of balancing the burden of national defense obligations, and according to the actual conditions such as the number of retired soldiers who meet the working conditions, the number of employees in receiving units, business conditions and employment needs, take the lead by the competent department for the resettlement of retired soldiers, and jointly with relevant departments such as institutional establishment, human society and state-owned assets, scientifically and rationally formulate mandatory resettlement plans among government agencies, institutions, state-owned enterprises, state-controlled enterprises and enterprises with dominant state-owned assets. After being reported to the local government for approval, the government of the resettlement place will uniformly issue the resettlement task, ensure that the resettlement object takes up his post according to the specified time, establish labor relations in time, and continue the social insurance procedures such as pension and medical care.
(5) Heilongjiang Province's plan for receiving and resettling retired soldiers from various industries, systems and units directly under the central government and provincial units shall be led by the competent department of resettlement of retired soldiers of the provincial government, compiled jointly with relevant departments such as provincial organizations, people's organizations and state-owned assets, and issued after being approved by the provincial government. Specific implementation measures shall be formulated separately. Before the implementation, all localities should still determine the mandatory resettlement plan and make proper resettlement according to the principle of territorial management.
(six) when recruiting new employees, state-owned enterprises should take out positions that are not less than 5% of the number of recruits, and conduct open competition and merit-based recruitment among retired soldiers who meet the working conditions of government resettlement. The specific conscription measures shall be determined by the competent department of resettlement of retired soldiers and the conscription department.
(7) The receiving unit undertaking the task of arranging the work of retired soldiers should complete the mandatory resettlement task issued by the local government on time, arrange the retired soldiers to take up their posts within 1 month after the resettlement department issues a letter of introduction for retired soldiers, reasonably determine their wages and benefits according to law, and implement the contract system. The receiving unit shall sign a labor contract or employment contract with the retired soldiers for a period of not less than 3 years according to law. For those who have served in active service for more than 10 years, they shall sign open-ended contracts, and do a good job in connecting social insurance relationships such as pension, medical care and unemployment in accordance with relevant national policies and regulations, so as to effectively ensure that retired soldiers enjoy the same treatment as those with the same conditions in their own units. The service life of retired soldiers arranged by the government should be calculated according to the working hours to be arranged according to the regulations. During the contract period, if the unit is closed, stopped production or restructured according to law, the retired soldiers and other personnel of the unit shall implement the relevant provisions of the state. If the receiving unit fails to arrange for the retired soldiers to take up their posts according to the specified time, the receiving unit shall, from the month when the letter of introduction is issued by the competent department of resettlement of retired soldiers, pay the living expenses to the retired soldiers every month according to the standard of not less than 80% of the average salary of the personnel with the same conditions in the unit until they take up their posts.
(eight) governments at all levels should complete the annual resettlement task of retired soldiers before the end of each year 10. Retired soldiers who are disabled due to war and work enjoy the same living welfare and medical treatment as those injured in their units.
(ten) retired soldiers who meet the working conditions and refuse to obey the arrangement of the resettlement government without justifiable reasons shall be regarded as giving up the arrangement of work; Those who are investigated for criminal responsibility according to law during the period of work to be arranged shall be disqualified from resettlement.
(eleven) retired soldiers who meet the working conditions arranged by the government, after reporting to the local, should be encouraged to voluntarily give up resettlement and choose to start their own businesses, and enjoy preferential policies related to self-employment.
Third, actively support retired soldiers to get full employment and start their own businesses.
All localities and relevant departments should conscientiously implement the relevant preferential policies to support the employment and entrepreneurship of self-employed retired soldiers, provide positive employment conditions and broad employment space for self-employed retired soldiers, and actively promote the full employment of self-employed retired soldiers.
(a) organs at all levels, institutions, state-owned enterprises and enterprises dominated by state-owned holding and state-owned capital shall, under the same conditions, give priority to recruiting or hiring retired soldiers who are self-employed. All institutions, state-owned enterprises and enterprises with state-owned holding and state-owned capital as the dominant position should take out no less than 10% of the in-service (employment) plan to recruit self-employed retired soldiers when recruiting or hiring personnel. The specific measures shall be determined by the local departments in charge of resettlement of retired soldiers in conjunction with people's organizations, state-owned assets and other relevant departments in combination with actual research.
(2) Self-employed retired soldiers who were staff members or workers of organs, social organizations, enterprises and institutions before enlisting in the army may choose to return to work or resume their jobs after retiring from active service, and their wages, benefits and other benefits shall not be lower than the average level of personnel with the same conditions in their own units.
(III) Self-employed retired soldiers enjoy the preferential policies in employment services, preferential education, micro-loans, fee reduction, taxation, etc. stipulated in the Notice of the General Office of the State Council on Forwarding Opinions of the Ministry of Civil Affairs and Other Departments on Supporting Self-employed Retired Soldiers in Cities and Towns (Guo Ban Fa [2004]10). For enterprises that meet the prescribed conditions to receive self-employed retired soldiers, business tax, urban maintenance and construction tax, education surcharge and enterprise income tax shall be deducted in turn according to the actual number of retired soldiers received and resettled by enterprises within three years. For retired soldiers engaged in self-employment, except for industries restricted by the state, administrative fees such as management fees, registration fees and license fees will be exempted within three years from the date of first registration with the administrative department for industry and commerce, and business tax, urban maintenance and construction tax, education surcharge and personal income tax will be reduced in a limited amount, and other preferential policies such as tax incentives, small secured loan support and financial discount for meager profit projects will be enjoyed according to relevant regulations. Business tax, urban maintenance and construction tax and other specific quotas and quota standards shall be determined separately.
(four) the rural land contracted by the family before the self-employed retired soldiers joined the army shall not be illegally recovered or forcibly transferred during the contract period; Rural land contracted by non-family contracting methods such as bidding, auction and public consultation may be contracted by other family members during the contract period; Rural contracted land is expropriated, requisitioned or occupied according to law, and enjoys the same rights as other members of rural collective economic organizations. Self-employed retired soldiers who are members of rural collective economic organizations but have not contracted rural land may apply for contracting rural land when they retire, and villagers' committees or villagers' groups shall give priority to solving them.
(5) Soldiers with high school education before enlistment, who apply for adult colleges and universities after retirement, have their admission scores reduced by 10; During the service period, 20 points will be deducted for those who have won the third-class merit or above. Students registered in institutions of higher learning before enlistment will return to their original schools to complete the courses stipulated in the teaching plan of institutions of higher learning after retirement, and will be recommended first when they graduate from junior college under the same conditions; Those who have won the third-class merit or above will be promoted to undergraduate courses in this major or similar majors without examination; If it is an independent college, the original school shall report to the provincial education administrative department for adjustment and arrangement.
(6) Self-employed retired soldiers who have retired for more than one year voluntarily participate in the national unified college entrance examination. After being admitted to full-time colleges and universities and reporting for duty, you can submit an Application for Education Aid to the school, and enjoy tuition aid of no more than 6,000 yuan per year, and the excess will be borne by yourself.
(7) Retired soldiers who enter secondary vocational schools for self-employment and apply for adult colleges or ordinary colleges and universities shall enjoy preferential treatment in accordance with relevant state regulations. Retired soldiers who have been admitted to ordinary institutions of higher learning before joining the army and retain their admission qualifications or are studying in ordinary institutions of higher learning are allowed to enroll or resume their studies within two years after retiring from active service, and enjoy preferential treatment such as scholarships, bursaries and tuition reduction and exemption in accordance with relevant state regulations. (10) Public employment talent service institutions organized by governments at all levels shall provide free employment introduction and employment guidance services for self-employed retired soldiers, and encourage other human resources service institutions to provide free services for self-employed retired soldiers.
Fourth, strengthen the vocational education and skills training for self-employment of retired soldiers.
Strengthening vocational education and skills training for retired soldiers, implementing preferential employment policies to support self-employment of retired soldiers, and actively promoting full employment and self-employment of retired soldiers are important responsibilities of governments at all levels after the reform of the resettlement system for retired soldiers.
(a) adhere to the principle of overall treatment. Self-employed retired soldiers can voluntarily participate in vocational education and skills training for as little as 3 months, usually 2 years, within 1 year after retirement; Retirement 1 year or more, admission to full-time colleges and universities or participation in vocational education and skills training shall be implemented in accordance with relevant national policies.

(III) Civil affairs, human society, education, finance and other relevant departments at all levels should carry out their respective duties, cooperate closely, make overall plans, standardize training procedures, innovate teaching models, pay attention to training, and realize the seamless connection between the competent departments of resettlement of retired soldiers, resettlement institutions of retired soldiers and training institutions. At the same time, it is necessary to study and formulate the evaluation criteria for the selection of training institutions for retired soldiers, implement dynamic management of the selection and identification of training institutions, establish and improve the evaluation system for the education and training objectives of retired soldiers and the annual inspection system of training institutions, enhance the pertinence and practicality of education and training, and ensure the training quality of retired soldiers.
(four) all localities should include the training funds for retired soldiers in the financial budgets at all levels. At the same time, it is necessary to strengthen the supervision and management of training funds for retired soldiers to ensure that the funds are earmarked and effective.
Five, the establishment of urban and rural integration of compulsory family preferential treatment system.
Starting from conscripts who joined the army after September 1 20 13, the difference in family preferential payments between urban and rural conscripts will be abolished, and a family preferential payment system for conscripts integrating urban and rural areas will be implemented.
(1) During the period when conscripts are in active service, the government of the place where they joined the army (the place where college students were approved to join the army) shall pay family preferential payments to conscripts at a rate of not less than 50% of the average wage of employees in cities and towns in the previous year when they joined the army. Those who have served in active service for less than 6 months shall be counted as 6 months, and those who have served in active service for more than 6 months shall be counted as 1 year. All localities can adjust the standard of family preferential payments for conscripts according to local conditions. On the basis of enjoying the preferential treatment of the families of local conscripts, the plateau living allowance of 6.5438+0.2 million yuan per soldier entering Tibet and 6.5438+0.2 million yuan per soldier with plateau conditions was given.
(two) conscripts' resettlement fees and plateau living allowance should be included in the fiscal year budget at the same level, and the provincial finance should give appropriate financial subsidies through general transfer payment.
(three) during the period of active service, conscripts who have won honorary titles or rendered meritorious service shall be paid additional resettlement fees by the local government in the following proportion.
1. If it is awarded the honorary title or awarded the first-class merit by the Central Military Commission and military units, it will be issued 15%.
2. Won second-class merit, with additional issuance of 10%.
3. Won the third class, additional 5%.
Those who have won honorary titles or rendered meritorious service for many times will be given additional resettlement fees for conscripts according to the proportion of the highest award.
(four) the family preferential payments, economic subsidies and plateau living subsidies for conscripts shall be socialized in principle. Social distribution is indeed difficult, but through the county civil affairs departments in accordance with the provisions of the procedures for the payment of cash.
Six, earnestly implement the policy of resettlement of retired soldiers.
(a) the life, housing, medical care and other security of retired noncommissioned officers shall be implemented in accordance with the relevant provisions of the state. Non-commissioned officers at or above the intermediate level are rated as five to six disabled due to war, and I voluntarily give up the selection and arrangement of retired resettlement, and the resettlement government shall properly resettle them in accordance with relevant policies and regulations.

Decentralized support for disabled retired soldiers in accordance with the placement of affordable housing prices and 60 square meters of construction area standards to enjoy government purchase (construction) housing subsidies. The funds needed for purchasing (building) houses shall be specially arranged by the central finance, and the insufficient part shall be solved by the local finance. The property right of the house purchased (built) belongs to the disabled retired soldiers who are supported by dispersion. Decentralized support for disabled retired soldiers to solve their own housing, according to the above standards will be purchased (built) housing costs to me.
(3) Non-commissioned officers at or above the intermediate level who are disabled due to war or on duty and are rated as 1 to 4, who voluntarily give up their retirement and resettlement, may choose to be supported by the state.
Seven, actively do a good job in the social insurance relationship between retired soldiers.
(a) after the retired soldiers participate in the basic old-age insurance and medical insurance, the military insurance management department and the local social insurance agency shall handle the insurance relationship transfer procedures for the retired soldiers in accordance with the relevant policies and regulations. Self-employed retired soldiers shall, with the letter of introduction issued by the competent department of resettlement of retired soldiers, be handled by the social insurance agency in accordance with the relevant policies and regulations; Retired soldiers who arrange work shall be handled by the receiving and resettlement unit.
(II) Retired soldiers who are employed in urban enterprises or engaged in self-employment, flexible employment or have not yet been employed in cities and towns shall participate in the basic old-age pension and medical insurance for employees in accordance with the relevant policies and regulations of the state and the province, and their years of active service shall be regarded as the payment period of basic old-age pension and medical insurance for employees, which shall be calculated according to the actual payment period. Retired soldiers returning to their hometowns shall participate in the new rural social endowment insurance and the new rural cooperative medical care in accordance with relevant national and provincial policies and regulations.
(three) the employment of retired soldiers shall participate in unemployment insurance with their units, and their years of active service shall be regarded as the payment period of unemployment insurance, which shall be combined with the actual payment period. Retired soldiers who participate in unemployment insurance meet the conditions stipulated in the Regulations on Unemployment Insurance, and enjoy unemployment insurance benefits and corresponding re-employment promotion services as required.
Eight, to ensure the effective convergence of the old and new policies and systems before and after the reform of the resettlement of retired soldiers.

Nine, strengthen the organization and leadership of the reform of the resettlement of retired soldiers.
(a) governments at all levels should establish and improve the leading group for the resettlement of retired soldiers, give full play to the organization and coordination role of the leading group, and effectively put the resettlement of retired soldiers on an important agenda, with the main leaders of the government taking overall responsibility, personally grasping the leaders in charge, and establishing a leadership responsibility system and accountability system. Where the one-time economic subsidies for self-employed retired soldiers, preferential payments for families of conscripts or unfinished resettlement tasks are not fully implemented, they cannot be rated as model cities (counties).
(two) the relevant departments should cooperate closely, make concerted efforts to implement the immigration reform policy. The department in charge of the resettlement of retired soldiers should play a leading role, actively coordinate and strive for the support and cooperation of relevant departments and all sectors of society, deeply tap the social resources and enterprise potential, establish a guarantee mechanism for the implementation of the resettlement reform policy for retired soldiers, and ensure the effective implementation of the resettlement reform; Organizations, people's organizations and state-owned assets departments should actively provide relevant information, cooperate with the competent department of resettlement of retired soldiers, do a good job in calculating and formulating the resettlement plan for retired soldiers that meets the working conditions arranged by the government, and ensure the implementation of the positions of retired soldiers that meet the working conditions arranged by the government; The organization department should do a good job in the preparation and use planning, recruitment and management of retired soldiers in government agencies and institutions; The human and social departments should do a good job in the continuation of various social insurance relationships for retired soldiers, and do a good job in skills training and employment support for retired soldiers in conjunction with relevant departments; The financial department should arrange the budget of special funds and necessary working funds, implement the funds needed for economic subsidies, special care, training, sick and disabled resettlement, living allowance during the period of waiting for resettlement, ensure timely and full disbursement, ensure the organization and implementation of all work, and do a good job in the supervision and inspection of the management and use of resettlement funds in conjunction with the civil affairs department; The education department is responsible for the academic education, vocational education and related work of self-employed retired soldiers; The taxation and industrial and commercial departments should implement policies such as tax incentives and fee reduction and exemption for self-employed retired soldiers; The public security department should handle the settlement procedures for retired soldiers in time. Due to a weak sense of responsibility, ineffective measures, and unrealistic work style, the resettlement reform policy is not implemented in place, resulting in petitions, interviews or group visits by retired soldiers, affecting social stability and causing serious consequences, the main responsible person and the specific responsible person should be investigated for responsibility.
(III) The principal responsible persons and persons directly responsible for organs, social organizations and institutions that refuse to complete the mandatory resettlement tasks assigned by the local government, fail to sign labor or employment contracts with retired soldiers according to law, terminate labor or personnel relations with disabled retired soldiers, and fail to change within the time limit shall be dealt with according to the law and discipline; Enterprises should be fined according to the number of retired soldiers multiplied by 10 times the average wage of urban workers in the previous year.
(4) Units and individuals who defraud self-employed retired soldiers of one-time economic subsidies and family preferential payments for conscripts shall be investigated for the responsibility of the person in charge of the unit and the relevant personnel according to law and discipline.
