Ningxia Normal University is located in Guyuan City, a historic city under Liupanshan Mountain in southern Ningxia, and is under the administration of the People's Government of Ningxia Hui Autonomous Region. It is the only normal undergraduate college in Ningxia.

It was built by the Education Department of the Autonomous Region and Guyuan Municipal Government. It is one of the pilot work units of "Serving the National Special Needs Talents Training Project" and the first pilot school of free education for normal students in Ningxia.
