Qin, a graduate of Yale University, is a college student village official in Baiyun Village, Futian Pu Township, Bai County, Hengshan County, Hunan Province. He is the co-founder of China Service Organization.

After graduating from college, Qin chose to return to serve in the countryside of the motherland, which is the sixth year. In order to attract more outstanding talents to serve the countryside, Qin and Yale China launched the "Black Soil Wheat Field Public Welfare" project to recruit and support outstanding graduates to engage in precision poverty alleviation and entrepreneurial innovation in national poverty-stricken counties.
