Universities for the aged can implement the principal responsibility system under the leadership of the school affairs Committee. The director of the school committee is the legal representative;

An organization applying for establishing a university for the aged shall provide the following materials to the examination and approval authority:

The examination and approval authority shall issue a school license to the approved educational institution. After obtaining a school license, a school-running institution shall register in accordance with the Regulations on the Administration of Registration of Private Non-enterprise Units.
