Since the implementation of Qingtong Plan for one year, it has successfully ignited the passion of innovation and entrepreneurship of millions of college students.

"Qingtong Plan", namely "Opinions of the Municipal People's Government on Implementing Qingtong Plan to Encourage College Students to Start Business in Science and Technology Business Incubators" (Wu Zhenggui No.201314), comprehensively supports college students to start business in science and technology business incubators from six aspects: entrepreneurial atmosphere, entrepreneurial venue, entrepreneurial funds, entrepreneurial training, tax incentives and entrepreneurial guarantee.
