Employment subsidy funds are divided into two categories: subsidies for individuals and units, and subsidies for public employment service capacity building.
Subsidies for individuals and units are used for expenses such as vocational training subsidies, vocational skill appraisal subsidies, social insurance subsidies, public welfare post subsidies, entrepreneurship subsidies, employment trainee subsidies, job-seeking and entrepreneurship subsidies; Public employment service capacity building subsidy funds are used for employment and entrepreneurship service subsidies and high-skilled personnel training subsidies.
The same project employment subsidy funds subsidies are repeated in unemployment insurance benefits, and individuals and units cannot enjoy them repeatedly.
The range of people who enjoy vocational training subsidies includes: children from poor families, college graduates in graduation year (including senior technician classes, preparatory technician classes and vocational education graduates from special education colleges, the same below), fresh junior high school graduates who have not continued their studies in urban and rural areas, migrant workers in rural areas, registered unemployed people in cities and towns (hereinafter referred to as five categories) and qualified enterprise employees.
Eligible college graduates who apply for job-seeking and entrepreneurship subsidies should provide the following materials to local social departments: proof that graduates have obtained national student loans (or poor families who enjoy subsistence allowances, have disabilities, set up files and set up cards, and families with extremely poor disabled people are given assistance and support), and a copy of graduation certificate (or student status certificate). The application materials shall be paid to the graduate's personal bank account according to the regulations after being reported to the local community department for review in the preliminary examination of the graduate university.

Measures for the administration of employment subsidy funds
Article 26 If a unit recruits unemployed college graduates who have left school for two years to participate in employment practice, it should provide the following materials to the local social department when applying for employment practice subsidy: the list of people who participated in employment practice, the employment practice agreement, a copy of employment and entrepreneurship certificate, a copy of graduation certificate, a detailed account (form) of basic living allowance issued by the unit, and a copy of personal accident insurance invoice of trainees. After the audit by the human and social departments, the subsidy funds will be paid to the basic account opened by the unit in the bank according to the regulations.
