(1) Construction Scale and Planning: The New District Hospital, the First Affiliated Hospital of Henan University of Science and Technology, is the only fully functional third-class first-class general hospital in Luoyang New District, with a total construction area of10.4 million square meters and beds of10.2 million. The project is divided into two phases: the first phase includes outpatient medical technology building and surgical ward building (720 beds), the second phase is internal medicine ward building (480 beds), and 5 mu of land is reserved as the planning and construction land for the third phase of scientific research building. The foundation stone laying ceremony was held in New District Hospital on October 29th, 2007.

(II) Construction land: The planned total land area of the new hospital area of the First Affiliated Hospital of Henan University of Science and Technology is about 240 mu, including infectious disease areas and comprehensive medical areas. Among them, the planned land for infectious disease area (Luoyang Infectious Disease Hospital) is about 65 mu, which has been basically completed (see below for details). The planned land area of the comprehensive medical area is 175 mu. At present, this land has been approved by Luoyang Municipal Party Committee and Municipal Government, and approved by Luoyang Economic Investment Company as the construction land of the First Affiliated Hospital of Henan University of Science and Technology.

(III) Financial guarantee: New District Hospital is a key project in Luoyang, with a total investment of 487,263,900 yuan in the first phase. The capital construction investment is 3,565,438+0,765,438+0,000 yuan, of which the Luoyang Municipal Government raised 300 million yuan for construction and entrusted it to Luoyang Economic Investment Company for management, of which 200 million yuan was handed over to the Construction New District Hospital of the First Hospital of Heke University of Science and Technology in the form of loans (the service life is 65,438+06, and the repayment will be made in installments from the eighth year, with an annual interest rate of 65 and the remaining 565,438). At present, the hospital has reached a loan agreement with China CITIC Bank Luoyang Branch. The purchase cost of large-scale medical equipment required by the new district hospital is 1356 1 10,000 yuan, which is decided by Luoyang Municipal Party Committee and Municipal Government, guaranteed by Luoyang Municipal People's Government, and solved by Austrian government loan.

(4) Development ideas: On the premise of improving the basic functions of hospital disease diagnosis and treatment, the hospital will jointly develop "four centers" with large medical institutions at home and abroad, namely organ transplantation center (including organ, viscera and stem cell transplantation), plastic surgery center, reproductive medicine center and minimally invasive treatment center (including endoscope and intervention), and build the hospital into a hospital with complete infrastructure, advanced medical equipment and beautiful medical environment.
