Chapter I General Provisions

Article 1 The Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and the relevant provisions of the Ministry of Education, in combination with the actual enrollment work of Jilin University, in order to ensure the smooth progress of undergraduate enrollment work of Jilin University, safeguard the legitimate rights and interests of candidates, standardize enrollment behavior and promote the openness of school affairs.

Article 2 The enrollment referred to in these Articles of Association is applicable to the enrollment level of full-time undergraduates.

Article 3 The full name of the school is Jilin University, which is a national key comprehensive university directly under the Ministry of Education. It has been selected as one of the first-class universities in China, and its registered address is 2699 Qianjin Street, Changchun City, Jilin Province, with the postcode of 1300 12. The undergraduate majors of each department are distributed in seven campuses in Changchun, namely: Qianwei South Campus, Qianwei North Campus, Nanling Campus, Chaoyang Campus, Xinmin Campus, Nanhu Campus and Heping Campus.

Article 4 All students who have the official status of Jilin University and meet the requirements for undergraduate graduation within the specified time shall be awarded the undergraduate graduation certificate of Jilin University; In line with the relevant provisions of the school's degree granting, the bachelor's degree certificate will be awarded to undergraduate graduates of ordinary higher education.

Article 5 The school enrollment work fully implements the spirit of relevant documents of the Ministry of Education, follows the principles of "fair competition, equal rights, fair selection, merit-based admission, open procedures and standardized operation", and implements the enrollment management system of "schools are responsible for (provincial) enrollment supervision" stipulated by the Ministry of Education.

Chapter II Organizational Structure and Responsibilities

Article 6 Schools shall set up a leading group for enrollment work, which shall collectively decide on major decisions on enrollment work and guide the overall work. Establish the Admissions Committee of Jilin University to strengthen the democratic and scientific management, decision-making and evaluation of enrollment work. As a permanent institution of Jilin University, the Admissions Office of Jilin University is specifically responsible for organizing and implementing the enrollment work of Jilin University.

Chapter III Enrollment Plan

Article 8 Schools shall, in accordance with the relevant work requirements of the Ministry of Education, comprehensively consider the number of candidates and the quality of students in each province (autonomous region or municipality), the demand trend of economic and social development, the employment quality and destination of graduates, educational equity and other factors, and determine the plans for provinces and majors.

Article 9 The school reserves a plan that does not exceed the undergraduate enrollment scale 1% to adjust the imbalance of online students in local unified examinations.

Chapter IV Access Rules

Article 10 Admission of general majors

1. Shift ratio. The school accepts the minimum control scores in the corresponding batches and shifts files according to the results provided by the Provincial Admissions Office. For the batches voluntarily filed in sequence, in principle, the file transfer ratio shall be controlled within 120%; According to the batches submitted by parallel volunteer, the file transfer ratio should be controlled within 105% in principle.

2. University volunteer service. For the batch of sequential volunteering, adhere to the principle of giving priority to the first volunteer candidate. When the number of first-choice candidates is insufficient, non-first-choice candidates can be admitted.

3. Professional distribution. The school determines the admission majors according to the total score of the college entrance examination culture course from high to low and the order of professional volunteers, and there is no grade difference between professional volunteers. In the case of the same total score of the candidates' college entrance examination culture course, the higher the investment score, the higher the professional volunteers' priority. When the total score of the college entrance examination culture course is the same as the professional volunteer order, the scores of single subjects are compared, and those with high scores of single subjects are given priority to enter the major. Literature and history are ranked as Chinese, mathematics and foreign languages, while science and engineering are ranked as mathematics, Chinese and foreign languages. Beijing, Tianjin, Shanghai, Zhejiang, Shandong and Hainan are ranked as Chinese, Mathematics and Foreign Languages.

4. Professional adjustment. For the same batch of candidates from the same college who voluntarily apply for the school, if they fail to enter the majors they voluntarily apply for and obey the professional adjustment, the school will adjust the total score of the college entrance examination culture course from high to low to the majors that are not fully recorded and meet the training requirements.

Step 5 retreat. In the batch of voluntary filing in sequence, candidates who volunteer to file in the same batch in the same institution but fail to volunteer to enter the major and do not obey the adjustment, or candidates who obey the adjustment but the total score of the college entrance examination culture course does not meet the adjustment standard, or candidates who obey the adjustment but do not meet the requirements of incomplete professional training will be excluded. Candidates who fail to enter the major voluntarily and don't obey the adjustment, or who obey the adjustment but don't meet the requirements of incomplete professional training, will be excluded from the parallel volunteer bidding batch.

6. Solicit volunteers. When the number of volunteers is not enough to complete the enrollment plan, the school will collect volunteers. After collecting volunteers, the school will transfer to other provinces (autonomous regions and municipalities) with better quality of students.

7. Plan deployment. Within the scope permitted by the scale of professional enrollment, the school will appropriately adjust the professional enrollment plan according to the candidates' professional volunteers. For the increased programs in various provinces (autonomous regions and municipalities), no matter what causes the shortage of students, the remaining programs will be transferred back from the relevant provinces (autonomous regions and municipalities) in time. The added plan does not participate in the solicitation.

8. In Jiangsu Province, according to the principle of "score first, then grade", the ranking score is the sum of the total score of "Chinese, Mathematics and Foreign Languages" (including additional questions) and "Arts and Sciences Award Score". When the ranking scores are the same, candidates who meet the policy will be given priority. At the subject level, it is required that the physics scores of science elective subjects are A and above, the scores of other subjects are B+ and above, and the scores of compulsory subjects are C and above; It is required that the historical scores of liberal arts elective subjects are A and above, the scores of another subject are B+ and above, and the scores of all compulsory subjects are C and above. The ranking priority is: a+a+> a+a > aa+> aa > a+b+> ab+. High-level sports teams and art enrollment examination subjects shall be graded according to the regulations of Jiangsu Education Examinations Institute.

9. Inner Mongolia Autonomous Region implements the admission rule of "queuing for admission according to professional volunteers within the enrollment plan 1: 1".

10. In Beijing, Tianjin, Shanghai, Zhejiang, Shandong, Hainan and other provinces where the college entrance examination has been comprehensively reformed, schools have implemented the plans and related measures announced by provinces and cities in accordance with the requirements of published elective subjects.

12. Science experimental class (Tang Aoqing class), drama, film and television, software engineering and physics (Chinese-foreign cooperative education) only recruit candidates with professional volunteers.

13. Students who have been admitted to the science experimental class (Tang Aoqing class) and the humanities experimental class (Kuang Yaming class) who fail to meet the annual academic assessment requirements stipulated by the school during their study at school shall go through the transfer procedures in accordance with the relevant regulations on the management of experimental classes in the school (see the website of the Academic Affairs Office of Jilin University for details).

Eleventh special major admission

1. For admission methods of painting, design, music performance, composition and composition technology theory, and sports training, please refer to the enrollment brochures of each major. Except for painting and design majors, all the above art majors cannot be submitted at the same time.

2. Ordinary batch admission of drama and film and television studies belongs to art majors and is awarded a bachelor's degree in art.

3. Social sports guidance and management majors are admitted from high to low according to the published enrollment plan and the scores of candidates in each province. When the scores are the same, priority will be given to those with the highest total score in the college entrance examination culture course; When the total score of the culture course in the college entrance examination is the same, the scores of single subjects are compared, and those with high scores of single subjects are given priority to enter the major, and the single subjects are ranked as Chinese, mathematics and foreign languages.

Article 12 Admission of Special Candidates

1. According to the relevant national policies and the school enrollment plan, the school recruits candidates from the specialized program, high-level art troupe and high-level sports team announced by the information platform of "Sunshine College Entrance Examination" of the Ministry of Education according to the enrollment brochure.

2. Candidates from Tibet high school classes in the Mainland, Xinjiang high school classes in the Mainland, ethnic minority preparatory classes, national special programs, candidates from Xinjiang Southern Xinjiang Program, and candidates from Hong Kong, Macao and Taiwan provinces of the State Ethnic Affairs Commission are admitted according to relevant national policies.

Article 13 Foreign language requirements

1. English, Russian, Spanish, Japanese and Korean majors only admit candidates whose foreign languages are English. Except for English majors, they are all trained from scratch. Candidates who apply for foreign language majors, such as the provinces (autonomous regions and municipalities) where the candidates are located, must take the oral English test and pass it.

2. English language candidates should apply for computer science (including computer science and technology, Internet of Things engineering, cyberspace security), software engineering, data science and big data technology, artificial intelligence, and diplomacy. Non-English major candidates who can't complete their studies according to the regulations after being admitted shall be dealt with according to the relevant regulations on student status management.

Article 14 The school shall, with reference to the Guiding Opinions on Physical Examination of Enrollment in Ordinary Colleges and Universities and relevant supplementary provisions, and in combination with the actual conditions of all majors in our school, formulate the physical examination requirements of all majors (categories) in our school. Fifteenth schools should formulate a "green channel" system to help students with financial difficulties who can't pay tuition and accommodation fees on time to go through the formalities of deferred payment, so as to ensure the smooth admission of students. After students enter the school, they will be given necessary financial aid according to the relevant financial aid policies of the state and the school.

Seventeenth freshmen, in accordance with the relevant provisions of the state and the school entrance qualification examination. Those who fail to pass the review shall be dealt with according to the relevant regulations of the state and the school.

Eighteenth schools charge tuition and accommodation fees in accordance with the relevant provisions of the Ministry of Education and the standards approved by the Jilin Provincial Development and Reform Commission.

Twentieth schools do not entrust any intermediary institutions or individuals to enroll students, and do not charge any fees other than those stipulated by the state.

Article 21 If the Articles of Association conflict with the policies of the state and the Ministry of Education and other relevant departments, they shall be implemented according to the policies of the state and the Ministry of Education and other relevant departments.

Article 22 The Articles of Association shall be interpreted by the Admissions Office of Jilin University.

Article 23 These Articles of Association are only applicable to enrollment in 2020.
