1. Households with household registration in this city have two or more houses in the restricted area, and they are not allowed to buy commercial houses in the restricted area; Adult single families registered in this city and non-registered families in this city already own 1 sets or more houses in the restricted area, and may not purchase commercial housing in the restricted area.

2. Households with registered residence in this city already own 1 house in the restricted purchase area, and the ownership certificate of the first family commodity house has been processed for 4 years or the online signing of the house transaction contract has been completed for 4 years, so they can purchase the second family commodity house in the restricted purchase area.

3. Households with household registration outside Changsha (except demobilized veterans and those who settled with the army) have settled in the city for 1 year, or have paid personal income tax (or social insurance) for 24 months continuously, and purchase commercial housing 1 set in the restricted purchase area.

4. Non-local registered families who have stable employment and no housing in this city have paid personal income tax (or social insurance) for 24 months in a row and purchased commercial housing 1 set in the restricted purchase area.

5. Parents who have taken refuge in adult children for less than 2 years may not buy commercial housing in the restricted purchase area as a separate family. Minors are not allowed to buy commercial housing alone. College students who have settled in the school collective account are not allowed to buy commercial housing in the restricted purchase area. After the divorce, if either party purchases commercial housing within 2 years, the number of houses it owns shall be calculated according to the total number of families before the divorce.

6. Commercial housing purchased in the restricted purchase area of this Municipality can only be listed and traded after obtaining the certificate of real estate ownership for 4 years.

7. Suspend enterprises from purchasing commercial houses in restricted areas, and the purchased commercial houses can not be transferred until they have obtained the certificate of immovable property ownership for five years.
