(4) Having inspection and testing equipment and facilities necessary for carrying out inspection and testing activities;
(5) Having and effectively operating a management system to ensure the independence, impartiality, scientificity and integrity of inspection and testing activities;
(six) meet the special requirements of relevant laws and regulations or standards and technical specifications.

3. Treatment process
(1) An inspection and testing institution applying for qualification recognition shall submit a written application and relevant materials to CNCA;
(2) CNCA conducts a preliminary examination of the written application and related materials submitted by the applicant, makes a decision on acceptance or rejection within 5 working days from the date of receipt, and informs the applicant in writing;
(3) CNCA shall complete the technical examination of the applicant within 45 working days from the date of accepting the application, except that it cannot be completed within the specified time due to the rectification of the applicant or other reasons;

6. Matters needing attention after obtaining CMA qualification certificate

When the address is changed, it can be handled in two ways: first, if the address of a non-inspection and testing place is changed or the address name of the inspection and testing place is changed, an application form for address change and relevant certification materials shall be submitted, and a new qualification certificate and capacity schedule shall be issued directly without on-site examination and confirmation; Second, if the address of the inspection and testing site changes, it needs on-site review and confirmation. During the review period, only the clauses related to environmental conditions and equipment stability were investigated.
3, the legal representative, top management, technical director, inspection report authorized signatory changes;
When the legal representative, top manager and technical director of the inspection and testing institution change, the Personnel Change Record Form and its supporting materials shall be reported to the qualification certification department for the record. When the authorized signatory changes, it is necessary to submit an application form for personnel change filing and its supporting materials, and it can only perform the duties of voting signatory after being approved by the qualification certification management department.
4. The qualification certification inspection and testing items were cancelled;
If the inspection and testing institution cancels the inspection and testing items voluntarily, it needs to fill in the Application Form for Cancellation of Inspection and Testing Items, and adjust the qualification certification capacity schedule after confirmation by the qualification certification department.
5, inspection standards or inspection methods change;
The qualified inspection standards have changed. When applying for change, if it involves new instruments and equipment and inspection methods, it shall be handled in accordance with the expansion. If it does not involve the change of actual inspection and testing ability, the institution can declare that it has the ability to carry out inspection and testing activities in accordance with the new standards, and submit the standard change filing form to the qualification accreditation department for direct approval, without organizing technical experts to confirm.
5. Other matters that need to be changed according to law.
