First, the "core" decade-golden decade
(A) the scale of the industry is expanding, and the proportion of the three industries is becoming more and more reasonable.
In 2000, the total sales of integrated circuit industry in China was only 654.38+0.862 billion yuan, but this year's sales are expected to reach 654.38+0.33 billion yuan, with an average annual growth rate of 265.438+0.7%. The growth rate of the industry has always been higher than that of the global integrated circuit industry, and its international status has been continuously improved. With the expansion of industrial scale, the share of China's IC sales revenue in the global IC market increased from 1.2% in 2000 to 8.5% in 2009. At the same time, the global integrated circuit industry experienced prosperity and recession, and the total output value in 2009 was almost the same as that in 2000.
The integrated circuit design industry has developed rapidly. In 2000, the sales revenue of the design industry was only 1 1 100 million yuan. In 2009, the sales of the design industry reached 26.99 billion yuan, an increase of nearly 25 times compared with 2000. In 2009, the sales revenue of packaging and testing industry was 49.82 billion yuan, 3.9 times higher than that of 2000. In 2009, the sales revenue of manufacturing industry reached 3,465.438 billion yuan, an increase of 7. 1 times compared with 2000.
With the continuous expansion of scale, China's integrated circuit industry has changed from packaging, testing and manufacturing as the main body to a relatively perfect industrial chain pattern in which integrated circuit design, chip manufacturing, packaging and testing and supporting industries develop together. The proportion of the three industries is becoming more and more reasonable, and the overall supporting capacity is increasing. In 2000, China's integrated circuit design industry only accounted for 5.3% of the total output value of the whole industry, and the packaging and testing industry accounted for 68.9%. In 2009, the proportion of design, manufacturing, packaging and testing has become 24.3%, 30.7% and 45%, forming an industrial structure with design as the leader, packaging and testing as the main body and manufacturing as the focus.
(2) the technical level has been continuously improved and breakthroughs have been made in intellectual property rights.
In the past ten years, the technical level of integrated circuit industry in China has been continuously improved. In terms of design industry, the design level of integrated circuits in China was mainly 0.8- 1.5 micron in 2000, but this year, design enterprises generally have the technology level below 0. 13 micron and the design capacity of one million gates. The design capacity of leading enterprises such as Haisi is 45/40 nm, and the maximum design scale exceeds 1 100 million.
In 2000, the best manufacturing technology in China was only 0.25 micron. This year, the SMIC 12 inch production line has been able to mass-produce 65nm chips, and the 45nm process has entered the early stage of research and development. The upgrade of the "909" project was launched in Shanghai, and chips such as logic and flash memory will be manufactured by 90 nm, 65 nm and 45 nm processes. China Resources Shang Hua and other enterprises have developed special technologies such as high-voltage simulation, digital-analog mixing and power devices, which have played a significant role in production.
The technical level of packaging and testing industry has moved from low-end to high-end. Traditional packages such as DIP and QFP were put into mass production, and advanced packaging technologies such as SOP, PCA, BGA and SiP made remarkable achievements in research and development and production, forming a large-scale production capacity.
In the field of key equipment, major technical equipment such as 12 inch mask aligner, large-angle ion implanter and ion etching machine made important breakthroughs during the 11th Five-Year Plan period, and some equipment has been put into operation, laying a solid foundation for industrial development.
With the improvement of technical level, the types of products designed by local integrated circuit enterprises in China are constantly enriched, and the types of products extend from low-end to high-end, and a group breakthrough has been made. High-end chip products such as 2G/3G mobile communication chips, digital TV chips, application processors, computer and network chips, and information security chips are constantly emerging. Embedded CPU represented by C*Core, XBurst, UnICore, etc. It not only fills the gap of domestic processor technology, but also gradually approaches the international advanced level in architecture and performance indicators.
In the past ten years, China's integrated circuit industry has made great progress in intellectual property rights, and the number and quality of patents applied in the fields of design, manufacturing, packaging and testing have continuously made breakthroughs. As of June 5438+February 3, 20091,there were 59,528 applications for invention patents and utility model patents for integrated circuit design in China, of which invention patents accounted for 69.9%; There were 58,642 invention patents and utility models in the integrated circuit manufacturing industry, of which 94.5% were invention patents; There were 2 1523 invention patent applications and utility model patents for integrated circuit packaging, of which invention patent applications accounted for 86%; There were 3295 applications for invention patents and utility model patents for integrated circuit testing, of which invention patents accounted for 80.8%.
(3) Dominant enterprises are constantly emerging, and industrial chain interaction is becoming increasingly active.
In the process of the growth of integrated circuit industry in China, a large number of outstanding integrated circuit enterprises have emerged. Hua Hong's SMIC and NEC continuously improve the productivity and efficiency of advanced technology, optimize the service system, and enter the top ten factories in the world. Nantong Fujitsu and Changdian Technology have overcome a number of key technologies of packaging equipment and materials and accepted orders from many customers at home and abroad. In the past decade, the scale of design enterprises has continued to grow. Only China Huada, Shanghai Hua Hong, Datang Microelectronics and Hangzhou Shi Lan Microelectronics had sales exceeding 100 million in 2000. In the year of 20 10, there are more than 80 design enterprises with estimated sales exceeding 10 billion yuan, including 2 enterprises with sales exceeding 2 billion yuan (about 300 million US dollars), 5 enterprises with sales exceeding 654.38+32 billion yuan (about 200 million US dollars) and sales exceeding 680 million yuan (about 6,543.8 billion US dollars). The ability of enterprises to resist risks has been continuously improved. The sales of several large enterprises began to move towards the goal of a world-class enterprise of $6,543.8 billion.
In the past ten years, a number of superior design enterprises with high degree of specialization, strong technical strength and high management level have emerged in China, such as Spreadtrum Communications in the core chip field of mobile communication terminals, Beijing Zheng Jun Microelectronics and Fuzhou Ruixin Microelectronics in the field of tablet computers and MID, national technologies in the field of information security, Suzhou Guo Xin and Hangzhou Zhongtian in the field of embedded CPU, Beijing Haier IC in the field of digital TV set-top boxes, Huada Electronics, Datang Microelectronics and Shanghai Hua Hong IC in the field of smart cards.
Before and after the global financial crisis in 2008-2009, some domestic advantageous integrated circuit enterprises seized the favorable opportunity to realize resource integration and rapid expansion through mergers and acquisitions. Zhongxing Microelectronics successfully acquired all assets of Shanghai Bell monitoring business in China, Shandong Huaxin completed the merger and reorganization of Qi 'an Center, Jingxin Semiconductor acquired Freescale wireless business and protocol stack software business, Datang Telecom acquired it, and Changdian Technology acquired Singapore APS Company. Reorganization, mergers and acquisitions and other capital operations and the integration of industrial resources have further promoted the development and growth of advantageous enterprises.
The linkage between chip enterprises and whole machine enterprises is becoming increasingly active. Changhong, Haier and Hisense in the TV industry have set up integrated circuit design companies to develop video processing SoC chips for TV sets. Haisi, established by Huawei, provides a large number of SoC chips for Huawei's communication products; Spreadtrum's baseband SoC has been adopted by many domestic mobile phone manufacturers. It has become the knowledge of upstream and downstream enterprises in the industrial chain to drive the integrated circuit industry with the demand of the whole machine and promote the upgrading of the whole machine products and technologies with chips.
(D) There are abundant talents at home and abroad, and there is a positive interaction between industry and capital.
The good prospects for the development of integrated circuit industry in China, the support of national policies and the huge market space have attracted overseas high-end talents to return to China to start businesses, which has enabled many enterprises to participate in international competition from a high starting point at the beginning of their establishment. Domestic universities, scientific research institutions, private enterprises and joint ventures have broken the rules and regulations of the employment mechanism, providing various preferential conditions for overseas talents to play a key role in important positions such as R&D, production and sales. In order to strengthen the training of local talents, the Ministry of Education and the Ministry of Science and Technology put forward an important measure to build a "national IC talent training base" in 2003. Twenty universities, including Peking University and Tsinghua University, have become "national IC talents training bases", and a large number of domestic IC talents have become the backbone of many enterprises.
In the past ten years, some outstanding representatives of design enterprises have successfully entered the capital market. Hangdian Shi Lan, Zhuhai Juli, Spreadtrum Communications, Zhongxing Micro, RDA and National Technology are listed at home and abroad respectively. Zheng Jun's IPO application has been approved by the China Securities Regulatory Commission and will be listed on the Growth Enterprise Market soon. In 2009, the Growth Enterprise Market, known as China Nasdaq, was launched, which provided a financing platform and opportunities for the growing integrated circuit design enterprises in China. Successful listed companies not only received strong capital support, but also brought valuable development funds to the company, which promoted the gradual standardization of enterprise operation and the improvement of management level.
(5) Public services have achieved remarkable results, and the industrial environment is improving day by day.
The integrated circuit industry is characterized by capital-intensive, technology-intensive, and talent-intensive, and needs to concentrate resources in all aspects. Promoting the virtuous cycle development of the industry has urgent and high requirements for industry-oriented public services.
In order to alleviate the bottleneck of small and medium-sized integrated circuit design enterprises in terms of capital, technology and talents, China has initially established a number of public service institutions for the domestic integrated circuit industry. The main service resources and contents include office and training place leasing, integrated circuit design EDA tool leasing, MPW service, package testing, IP core evaluation, etc. At present, public service organizations with mature service capabilities in China include: Software and Integrated Circuit Promotion Center of Ministry of Industry and Information Technology, "8+ 1" National Integrated Circuit Design Industrialization Base, Tianjin Integrated Circuit Design Center, etc. Through mechanism innovation and service innovation, these public service institutions have gradually formed a complete public service system, effectively alleviating the problems such as lack of funds, weak technology and shortage of talents encountered by design enterprises in the development process. Various public service organizations also provide support for enterprises in the form of investment and financing, film subsidies, patent application fee subsidies, equipment purchase subsidies, housing subsidies, income tax relief and other forms according to the industrial base and characteristics of the region, so that a number of small and medium-sized enterprises can grow rapidly and stand out.
Starting from the purpose of integrating resources and improving services, the National Integrated Circuit Service Alliance, which was initiated by eight units including CSIP, Shanghai Integrated Circuit Technology and Industry Promotion Center and Shenzhen Industrial Base of National Integrated Circuit Design, and participated by nine other units, was announced in Wuxi on April 20th, 20 10. The establishment of the alliance marks that the service model and service level of China's integrated circuit industry have stepped onto a new level. The alliance will contribute to improving the technological innovation environment of China's integrated circuit industry, enhancing the independent innovation ability of China's integrated circuit enterprises, cultivating high-level integrated circuit innovation talents, and improving the service ability of transforming achievements into public services, thus laying a good foundation for making China's integrated circuit industry bigger and stronger.

In the past ten years, under the correct guidance of national policies, China's integrated circuit industry has made great achievements that attract worldwide attention, which can be described as the "golden decade" of industrial development. The next decade will be a crucial period for the development of China's integrated circuit industry from large to strong. We should be soberly aware of the situation we are facing, seize every development opportunity, blaze new trails and achieve the future, and jointly create a new round of climax of the development of integrated circuit industry in China-"Platinum Decade".
(A) the situation we are facing
1. The global market is growing steadily, and there are many giants in the mainstream market.
The global integrated circuit market is a market with slow growth and fierce competition. From 2000 to 2009, the global integrated circuit market fluctuated around 200 billion US dollars. According to the forecast of China Semiconductor Industry Association, the global integrated circuit market is expected to reach $270 billion in 20 15 years.
The global integrated circuit market is mainly composed of processors, memories, logic ics and analog ics, and each part has a giant. Intel and AMD account for 99% of the global processor market; In the field of memory, Samsung, Hynix, Elpida, Micron, Regent and South Asia, which rank the top six in sales revenue, account for 96% of the market. In the field of logic integrated circuits and analog integrated circuits, there are international giants with strong technical strength and abundant funds such as TI, Qualcomm, Broadcom, MTK and ADI. In 2009, the sales of the top ten fabless companies in the world accounted for 65% of the total sales of fabless companies in the world.
On the other hand, in China, at present, domestic integrated circuit enterprises are still dominated by small and medium-sized enterprises, which generally have a short establishment time, insufficient technology and capital accumulation, weak anti-risk ability and many obstacles in financing loans. Compared with international giants, there is a big gap in brand awareness, industrial chain maturity and user acceptance. Moreover, after the financial crisis, in order to reduce costs and compete for the huge domestic market, multinational companies have increased their investment in China. More and more multinational companies are considering transferring their integrated circuit manufacturing and design business from Europe and America to China, and local enterprises will face more challenges of globalization at home.
2. The deep evolution of industrial ecology has intensified the competition of intellectual property rights.
In the last decade, the changes in the global integrated circuit industry chain have evolved in two opposite directions, but they are internally related. First, with the rising cost of Fab, large manufacturers have outsourced their manufacturing operations. With the rapid rise of the foundry industry, some traditional IDM manufacturers have begun to adjust their strategies in recent years, implement the "light wafer" strategy, outsource some manufacturing business, sell or transfer production lines, concentrate resources on product design and solution provision, and strengthen their core competitiveness in the industrial ecological chain. The most typical ones are AMD and NXP. AMD has been completely transformed into a fabless factory. At the same time, we also see that the integration and interaction between the upstream and downstream of the integrated circuit industry chain is strengthening. Apple completed the acquisition of embedded microprocessor supplier PA Semi for $278 million in cash; Huawei established Hisilicon, and the outstanding performance of the whole machine-driven chip enterprise development model in the financial crisis has attracted the attention and heated discussion of the industry.
With the deep evolution of the global integrated circuit industry ecology, the competition of intellectual property rights is also intensifying. The outstanding characteristics of integrated circuit industry are rapid technological change, accumulated innovation and the intersection and overlap of intellectual property rights among enterprises. With the first-Mover advantage in technology, international giant companies have laid out their own intellectual property maps, which not only protect their core technologies, but also gain huge economic benefits.
At present, the awareness of intellectual property rights of integrated circuit enterprises in China is generally strengthened. In 2009, the number of patent applications filed by domestic integrated circuit enterprises in China increased by more than 4% compared with 2008. In contrast, the number of patents applied by enterprises from the United States, Japan and Taiwan Province Province of China in China all showed negative growth. But at the same time, we should also see that there is still a significant gap between the quality of patents applied by China and the industrial powers such as the United States and Japan.
3. The pace of scientific and technological innovation is accelerating, and the funding threshold is constantly improving.

From the perspective of global integrated circuit application structure, from 2000 to 2008, the consumption market of integrated circuits in computer field decreased by 15%, while the embedded fields such as consumer electronics, network communication and automobile electronics increased by 15%, and global integrated circuit consumption entered the post-PC era driven by embedded products. With the rapid development of consumer electronics market, IC manufacturers who used to be used to high performance, high cost and long product life cycle in computer market and communication market must adapt to the requirements of rapid listing and low price and easy use of consumer products. Good user experience has become a magic weapon to win, and a deep understanding of the market and a keen grasp of user needs have become the key factors to determine the success or failure of competition. The advantages of China's integrated circuit enterprises are close to the market, quick response to the market, and greater advantages in cost than foreign enterprises. The transformation of global integrated circuit application structure gives China integrated circuit enterprises the opportunity to play their own advantages and catch up in embedded fields such as consumer electronics, network communication and automotive electronics.
2. National policies continue to be favorable, and emerging industries bring opportunities.
20 10 "the central government's proposal on formulating the twelfth five-year plan for national economic and social development" (hereinafter referred to as "the proposal") puts accelerating the cultivation and development of strategic emerging industries and comprehensively improving the level of informatization in a very prominent position. The "Proposal" points out that it is necessary to break through key areas and actively and orderly develop seven strategic emerging industries, including a new generation of information technology, energy conservation and environmental protection, new energy, biology, high-end equipment manufacturing, new materials and new energy vehicles. Among them, the new generation of information technology ranks first among the seven strategic emerging industries, and it is the core technology for the optimization and upgrading of China's industrial structure. With the goal of accelerating economic and social informatization and promoting the deep integration of informatization and industrialization, we will focus on developing a new generation of information technology industry. Among them, the integrated circuit industry is a basic, leading and strategic industry related to the overall situation of national economic and social development, and is the core and key to the development of a new generation of information technology industry, which has a great supporting role for the development of other industries. Seven strategic emerging industries are directly or indirectly related to integrated circuits. This proposal emphasizes the core position of integrated circuits and further points out the strategic direction for the development of integrated circuit industry. China's integrated circuit enterprises should strive to seize the opportunity of the national emerging industry development strategy, increase investment in emerging hot markets, improve innovation ability, master key technologies, build an intellectual property system and become bigger and stronger.
In addition, in 2008, China began to organize and implement scientific and technological projects such as "Nuclear High Foundation", "VLSI Manufacturing Equipment and Complete Process" ("02 Special Project"). It is estimated that the major special investment of "Nuclear High Foundation" is more than10 billion yuan, which fully reflects the state's emphasis on basic industries such as integrated circuits and software. When the integrated circuit industry is at a low ebb, it is often the best time for R&D investment. Whenever the integrated circuit industry reaches a trough, there will always be new inventions or technological innovations, leading the integrated circuit industry to the next climax. In 2000, silicon technology entered the nanometer scale, and the industry entered a new period of development. The dominance of "equal shrinkage ratio" on which Moore's Law depends is declining. Industry experts predict that the silicon industry is on the eve of a major technological change, and silicon technology will develop in two directions in the future. In the process of technological upgrading and industrial pattern change, it is often accompanied by the innovation of industrial model and the reshuffle of industries. These changes are sometimes accelerated and amplified by the drastic changes in the overall economy, and opportunities and challenges are often included. Looking back at the "golden decade" of industrial development in the past, historical experience tells us that a good industrial ecological environment is very important for the healthy and sustainable development of the industry. Under the guidance of the Ministry of Industry and Information Technology, the mission and goal of the national integrated circuit public service platform built by CSIP is to build an ecological environment for the development of China's integrated circuit industry, promote industrial development and help enterprises innovate. The platform mainly serves industries and enterprises from five aspects: technology, intellectual property, personnel training, strategic research, investment and financing, brand building and marketing.

Enterprises focus on the research and development of differentiated technologies and products, and platforms focus on the research and development and services of * * * technologies. To provide enterprises with professional services such as patent retrieval, patent analysis, judicial expertise, etc., to improve the intellectual property early warning and rights protection ability of integrated circuit enterprises in China, and to escort the industrial development.

Under the framework of the national information technology shortage talent training project, IC talent training will be carried out.
