(1) Persons with the following qualifications may apply for the examination:

(2) Persons under any of the following circumstances shall not apply for the examination:

1. Persons who have received criminal punishment for crimes;

2. People who have been expelled from public office;

3. Persons who are found to have serious violations of employment discipline such as fraud in the recruitment of civil servants at all levels;
