In order to ensure the normal teaching and management order, strengthen the management of graduate students' status, and improve the quality of graduate students' training, these rules are formulated in accordance with the Higher Education Law of People's Republic of China (PRC), the Regulations on the Management of Students in Ordinary Colleges and Universities (Order No.21of the Ministry of Education) and the specific conditions of our university. These rules apply to graduate students who have been admitted and received academic education with the approval of the Ministry of Education.
Section 1 Admission and Registration
Article 1 Freshmen admitted according to the national enrollment regulations must report to the school within the time specified by the school. When registering, you must hold the "Notice of Admission for Postgraduates of Harbin Institute of Technology" and valid identification, and go through the admission procedures at the school according to the relevant requirements of the school (hereinafter referred to as pre-registration).
Article 2 Those who cannot report on time for some reason should ask for leave from the graduate school. Personal leave shall not exceed one month. Except for justified reasons such as force majeure, those who fail to report for two weeks without taking leave or fail to report for two weeks after taking leave are deemed to have automatically waived their admission qualifications.
Article 3 Freshmen who have completed pre-registration shall be re-examined by the school in accordance with the national enrollment regulations within three months. Those who pass the re-examination shall be formally registered and obtained the school status; Those who fail the second interview will be treated as appropriate until their admission qualification is cancelled.
Anyone who practices fraud or engages in malpractices for personal gain, once verified, will be revoked by the school. If the circumstances are bad, report to the relevant departments for investigation.
Article 4 Pre-registered freshmen who have not been approved, failed to pay the training fee within one month, can't be formally registered, and have not obtained the school status shall be deemed to have automatically waived their admission qualification.
Article 5. Freshmen with inconvenient physical conditions or diseases, who are diagnosed by Harbin Institute of Technology Hospital (or its designated second-class hospitals above Grade A) as unsuitable for studying in school, but can be cured and recovered within one year, can retain their admission qualification for one year at the longest. Freshmen who retain the qualification for admission should leave school, do not have a student status and do not enjoy the treatment of graduate students in school. After treatment and rehabilitation within the period of retaining admission qualification, you can apply for admission to the graduate school before the start of the semester, and you can re-apply for admission after re-examination by the school hospital or its designated hospital. Those who fail the re-examination or fail to go through the admission formalities within the time limit will be disqualified.
Article 6 Within two weeks of each semester, graduate students should go through the registration formalities according to the regulations of the school. Those who fail to register as scheduled shall go through the formalities of suspension of registration. Those who fail to pay the training fee according to the regulations of the school or do not meet the registration conditions will not be enrolled.
Graduate students (including pre-registered freshmen) with financial difficulties in their families can apply for loans or other forms of financial assistance and register after going through relevant procedures.
Except for legitimate reasons such as force majeure, those who fail to go through the registration formalities within the time limit shall be deemed to have given up their school status automatically.
Section 2 Performance Evaluation and Record
Article 7 Postgraduates shall take part in the courses specified in the school education and teaching plan and the assessment of various education and teaching links (hereinafter referred to as courses), and the assessment results shall be recorded in the grade book and filed in their own files.
Eighth graduate courses are unqualified and allowed to be re-taken. Returned graduate students should take the next study and examination of this course, and their examination results should be recorded normally.
Article 9 Under special circumstances, graduate students who fail to pass the examination of elective courses may choose courses under the guidance of their tutors, but only once.
Tenth after the second interview or revision, two courses failed to pass the examination, to be dropped out of school.
Eleventh graduate course examination and filing of specific matters shall be handled in accordance with the "Harbin Institute of Technology graduate course examination and filing management measures".
Twelfth postgraduate examination room discipline requirements and cheating, in accordance with the "Harbin Institute of Technology graduate examination room discipline and examination disciplinary provisions" to deal with.
Section 3 Attendance and Leave
Thirteenth graduate students who cannot take the course examination under special circumstances must ask for leave and get approval. If the leave time is less than one week, it must be approved by the tutor and registered by the hospital (department); If the leave time is more than one week but less than one month, I will fill in the Leave Form for Graduate Students of Harbin Institute of Technology, and report it to the graduate school for the record with the approval of the tutor and the competent leaders of the college (department). The accumulated personal leave in a semester shall not exceed one month.
During the period when graduate students leave school or take leave without authorization, the school will not bear any legal responsibility for them.
Fourteenth without approval, graduate students do not participate in the teaching activities stipulated in the education and teaching plan on time, and those who are absent from class 1/4 or above cannot participate in the examination of this course, and they will be criticized or disciplined according to the seriousness of the case.
Fifteenth graduate students to visit relatives abroad, study abroad and other matters in accordance with the "Harbin Institute of Technology graduate students abroad, exit management regulations" for.
The fourth quarter suspension and resumption of classes
Sixteenth graduate students can complete their studies by stages. Graduate students who apply for suspension or scholars who the school thinks should be suspended may be suspended with the approval of the school.
Seventeenth graduate students in any of the following circumstances, need to apply for suspension:
(a) unable to study at school due to illness;
(2) Those who go abroad for postgraduate study for personal reasons;
(3) Upon approval, starting a business as a non-graduate or working full-time in an employer;
(4) Directing or entrusting graduate students to suspend their studies due to the work of the unit;
(5) Married graduate students need to have children;
(6) other reasons need to drop out of school.
Eighteenth graduate students who drop out of school for the above reasons, I fill in the "Harbin Institute of Technology Graduate Drop-out Registration Form", with the consent of the tutor and the approval of the college (department) and graduate school, before going through the formalities of dropping out of school. Entrusting and directing graduate students to apply for suspension from school must also be approved by their units or directing units. Recess usually lasts for one semester. If you can't resume school after the expiration of the period, you can apply to continue to suspend school, but the cumulative suspension time shall not exceed one year. During the period of suspension from school, he does not enjoy the treatment of graduate students in school, and the school does not bear any legal responsibility for him. If a graduate student is sick, his medical expenses shall be handled according to the relevant regulations of the school hospital.
Nineteenth graduate students should apply to resume their studies before the start of the semester, and they can resume their studies only with the consent of the tutor, the approval of the competent leaders of the college (department) and the record of the graduation school. Commissioned training and orientation of graduate students must also be approved by the unit or orientation unit. Scholars who drop out of school due to illness should attach the health certificate provided by the second-class hospital or above, and be allowed to resume school after passing the re-examination by the school hospital or its designated hospital. Those who fail to go through the formalities of resumption of schooling within the time limit shall be deemed to have given up their school status automatically and shall be treated as having dropped out of school automatically.
Twentieth graduate students apply to join the China People's Liberation Army (including the Chinese People's Armed Police Force), and the school retains their student status until one year after retirement; During the period of retaining one's student status, he does not enjoy the treatment of graduate students in school, and the school does not bear any legal responsibility for him.
Twenty-first graduate students who violate the law and discipline seriously during their suspension from school shall be disqualified.
Section 5 dropping out of school
Twenty-second graduate students should drop out of school in any of the following circumstances:
(a) did not complete their studies within the prescribed time limit of the school;
(2) Those who still fail two courses after re-examination or revision;
(3) The opening report of the second paper failed;
(4) those who fail in the comprehensive evaluation of doctoral students in the first academic year;
(5) those who fail the qualification examination after completing the postgraduate course;
(six) due to business ability and other reasons, it is difficult to persist in completing their studies;
(7) Failing to report to the school within two weeks without leave;
(eight) those who leave school for more than two weeks without authorization or have not returned to school for two weeks;
(9) Failing to apply for resumption of schooling within the time limit prescribed by the school after suspension from school, or failing to pass the re-examination;
(ten) confirmed by the designated hospital, the physical condition is inconvenient, because of illness or accidental disability can not continue to study in school;
(eleven) other schools that should be retired scholars;
(12) I applied to drop out of school without affecting the work of my school and tutor.
Article 23 The suspension of graduate students shall be decided by the president's office meeting. For graduate students who drop out of school, the school will issue a decision to drop out of school and send it to me, and report it to the provincial education administrative department where the school is located for the record.
Twenty-fourth follow-up problems of graduate students dropping out of school are dealt with in the following ways:
(a) before entering school for on-the-job personnel, files, accounts returned to the original unit;
(two) before entering the school, he was a fresh graduate and dropped out of school because of his unqualified academic performance. If you can find employment according to your existing diploma and employment policy, the school will report to the employment department of graduates in Heilongjiang Province for relevant procedures; If there is no employing unit within the time limit stipulated by the school, the files and accounts shall be returned to the place where the household registration is located;
(three) other graduate students, files, accounts returned to their family domicile;
(four) due to illness, the guardian or ward is responsible for the collection;
(five) graduate students who have dropped out of school will stop issuing ordinary scholarships and various allowances from the next month announced by the graduate school and leave school within one week.
Twenty-fifth graduate students have objections to the handling of dropping out of school, which shall be handled in accordance with the Provisions on Handling Students' Complaints of Harbin Institute of Technology.
Twenty-sixth graduate students who have dropped out of school may not apply for resumption of study.
Section 6 Changing majors and schools
Twenty-seventh graduate students are not allowed to change disciplines. If the tutor changes disciplines, graduate students still have to complete the follow-up work of the accepted disciplines.
Twenty-eighth doctoral students need to change their majors due to discipline adjustment, tutor change or other special reasons, and should fill out the Application Form for Doctoral Tutor Change, which should be signed by the tutor and the dean of the college (department) and submitted to the graduate school for examination and approval. If the transferred discipline is not in the same level as the original discipline, you must pass the doctoral entrance examination for the transferred discipline.
Twenty-ninth graduate students are generally not allowed to transfer. If you have to transfer due to illness or special difficulties, you can apply for transfer. The application is made by myself, signed by the supervisor, the faculty (department) and the competent leader of the graduate school, agreed by the school and approved by the Provincial Department of Education, before the transfer formalities can be handled. If it is necessary to transfer the account, the provincial education administrative department where the account is transferred will send a copy of the relevant documents to the public security department where the school is located.
Thirtieth graduate students in any of the following circumstances shall not transfer:
(1) Having been enrolled for less than one semester;
(two) to determine the orientation of entrusted training when enrolling students;
(three) should be suspended from school;
(four) other without justifiable reasons.
Section 7 Graduation, Graduation and Breaking the Law
Article 31 The postgraduate training period (excluding the suspension time) for postgraduate students in school is generally 2 years, with a maximum of 3 years, and 2-4 years for on-the-job master's degree and on-the-job MBA. Doctoral students usually have 3-4 years, with a maximum of 5 years; After obtaining master's degree and doctor's degree, students studying for bachelor's degree and doctor's degree usually take 5 years, and the longest is 6 years.
Thirty-second graduate students who have completed the contents stipulated in the education and training plan, completed their thesis and passed the thesis defense within the time limit stipulated by the school, and have fully met the graduation requirements in morality, intelligence and physique, are allowed to graduate and issued graduation certificates.
Thirty-third graduate students who fail two or more degree courses, colleges (departments) should organize an expert group to evaluate them when they reach the two-year basic training period, and decide whether to extend the study time in school according to the specific evaluation results.
Thirty-fourth graduate students complete the contents stipulated in the education and training plan within the specified time, and are allowed to complete their studies, and the school will issue a certificate of completion.
Thirty-fifth graduate students can apply to the school for defense again within one year and two years after graduation. After passing the defense, the graduation certificate can be renewed during the training period, and the graduation certificate can be filled in according to the defense date. Those who meet the conditions for conferring degrees may be awarded corresponding degrees.
Thirty-sixth graduate students who have dropped out of school for more than one academic year shall be issued with a junior college diploma.
Article 37 A school shall, in accordance with the electronic registration management system of higher education diploma, report the graduation (completion) certificate information issued every year to the higher authorities for registration, and the higher authorities shall report it to the education administrative department of the State Council for the record.
Thirty-eighth in violation of national enrollment regulations, the school will not issue academic certificates and degree certificates; The academic certificates and degree certificates that have been issued shall be recovered by the school and reported to the education administrative department to declare the certificates invalid.
Thirty-ninth graduation, diploma, degree certificate is lost or damaged, by my application, the school after verification, issued a corresponding certificate. This certificate has the same effect as the original certificate.
Section 8 Reward and Punishment
Fortieth according to the relevant regulations of the school and graduate school, the graduate students with excellent academic performance will be awarded honorary titles or scholarships such as "three good students" after selection, and corresponding spiritual encouragement or material rewards will be given.
Forty-first graduate students who violate the law and discipline may be criticized or disciplined according to the seriousness of the case. There are five kinds of punishment: (1) warning; (2) serious warning; (3) recording a demerit; (4) Stay in school for observation; (5) expulsion from school. Specifically, it shall be handled in accordance with the Measures for the Punishment of Students of Harbin Institute of Technology. Forty-second plagiarism, plagiarism others' research results, if the circumstances are serious, will be expelled from school.
Section 9 Supplementary Provisions
Article 43 Unless otherwise stipulated in the orientation and entrustment training contract, the management of orientation and entrustment training of graduate students shall be implemented in accordance with these detailed rules.
Article 44 The management of overseas graduate students from Hong Kong, Macao and Taiwan and graduate students studying abroad shall be implemented with reference to these Detailed Rules.
Article 45 These Detailed Rules shall come into force as of September 1 2005, and the original Detailed Rules for the Management of Graduate Student Status of Harbin Institute of Technology shall be abolished at the same time. Where other relevant documents are inconsistent with these Rules, these Rules shall prevail.
Article 46 The Graduate School shall be responsible for the interpretation of these Rules.
