Legal analysis: State-sponsored normal students refer to a training and management system implemented by the state for undergraduate students majoring in normal education in six normal universities directly under the Ministry of Education, and the central finance bears the tuition, accommodation and living expenses during the school period. To put it simply, six universities, namely Beijing Normal University, East China Normal University, Northeast Normal University, Central China Normal University, Shaanxi Normal University and Southwest University, train a group of students who will engage in the teaching profession in the future. Students don't have to pay tuition and accommodation fees, and they also have a monthly living allowance. State-funded normal students need to go back to their hometown to engage in education for at least 6 years after graduation. Graduates are generally required to return to the province to teach primary and secondary schools, and every free normal student has a position. After graduation, the state-funded normal students first choose to sign a job with the school in a two-way way way, and those who are not found will be subject to the allocation of the provincial education department.

Article 7 The agreement on free education for normal students shall be signed by the Normal University directly under the Ministry and the provincial education administrative department where the students are located, clarifying the rights and obligations of the three parties. After graduation, normal students at public expense generally return to primary and secondary schools in their native provinces to teach, and promise to engage in primary and secondary education for more than 6 years. Normal students who work in urban schools at public expense should teach in rural compulsory education schools for at least 1 year. The state encourages public-funded normal students to teach for a long time and for life.

Article 8 If normal students at public expense can't return to their native provinces to teach for special reasons, such as volunteering to teach in remote and poverty-stricken areas and ethnic minority areas in the central and western regions, they can apply for inter-provincial employment before graduation this year, and go through the inter-provincial employment procedures according to the relevant prescribed procedures after being examined and approved by the provincial education administrative departments of the school, the native provinces and the receiving provinces.
