Feng Jicai (1942-2-9), born in Tianjin, is a contemporary writer, painter and cultural scholar in China, vice chairman of China Federation of Literary and Art Circles, counselor the State Council, dean of Feng Jicai Institute of Literature and Art of Tianjin University, and honorary president of the Council of Tianjin People's Association for Friendship with Foreign Countries.
