Chapter I General Provisions

Article 1 In order to deepen the reform of the college entrance examination system and optimize the selection of outstanding talents, especially all kinds of innovative talents, these measures are formulated in accordance with the spirit of the Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020) and the relevant provisions of the Ministry of Education's Implementation Measures for the Pilot Work of Independent Selection and Admission of Ordinary Colleges and Universities (Trial).

Article 2 The objects of independent selection are outstanding fresh high school graduates with innovative potential, specialty, all-round development and high comprehensive quality.

Outstanding high school graduates who have not been admitted to our school and have the qualification to walk can apply for independent selection in accordance with the provisions of these measures. If you can pass the written test and do well in the exam, you can take a walk or choose by yourself.

Article 3 Unless otherwise specified, the qualification for independent selection shall be determined by online registration of candidates (recommended by middle schools or individuals), written evaluation of application materials, preliminary examination, re-examination and publicity.

Chapter II Application and Written Examination of Candidates

Article 4 Candidates who meet the basic requirements of independent selection in our school can be recommended in writing by their middle school according to the requirements of our school. Application forms, transcripts and other materials should be stamped with the official seal of the middle school.

If the same school recommends multiple candidates, the order of recommendation shall be given.

Article 5 Candidates who think they meet the requirements for independent selection in Tsinghua University may apply for self-recommendation. Application forms, transcripts and other materials generally need to be stamped with the official seal of the middle school to confirm the authenticity of the materials. If the official seal of the school is not affixed under special circumstances, a written explanation is required.

Article 6 Application materials include application forms, personal statements, attachments, etc.

Candidates use online registration to generate the registration form, except for the circumstances specified in Article 3 1 of these Measures.

The recommendation of middle school is reflected in the application form and the summary form of middle school registration, and there is generally no need to provide a recommendation letter. However, the circumstances specified in Chapters IV and V of these Measures are excluded.

Candidates' personal self-report includes their own growth experiences, personal specialties and achievements, and their efforts and ideas for entering colleges and universities. The candidate's self-report should be filled in by the candidate himself in Chinese.

The attached materials are the candidate's registration form and personal self-report proof materials, including the copy of the main award-winning certificate, transcripts and other materials that the candidate thinks necessary. Information before junior high school and junior high school is generally not needed.

The application materials advocate simplicity and simplicity. Except for publications, design works, film and television works and other materials that really need color printing or other forms of expression, A4 paper is generally used for black and white printing or handwriting.

Article 7 The application materials shall be clear, true and complete.

If there are false contents or major facts in the application materials that may adversely affect the candidates, once found, they will be disqualified from continuing to participate in the follow-up identification work; Those who have obtained the qualification of walking students and self-enrollment will be disqualified; Those who have already entered the school shall be dealt with according to the relevant regulations of the Ministry of Education and our school.

Middle schools should carefully verify the recommended materials issued or the self-recommended materials approved by the seal. If there is fraud, our school reserves the right to take relevant measures.

Article 8 For the application materials that arrive in our school within the specified time limit (subject to the postmark of the date of receipt) and meet the requirements in content and form, our school will organize a panel of experts to conduct a written review and select the best candidates to participate in the follow-up assessment of independent enrollment.

Chapter III Examination and Appraisal

Article 9 Candidates who have passed the written evaluation of application materials may take the preliminary examination, that is, the advanced entrance assessment (AAA test) organized by our school and other universities in conjunction with professional examination institutions.

Article 10 Candidates who have passed the preliminary examination may enter the second examination. Candidates who have achieved excellent results in the initial test are generally recognized if they pass the second test; Those who pass the initial examination but fail to meet the excellent standards will be re-examined as optional examinations.

Article 1 1 The second interview highlights the examination of candidates' professional knowledge and comprehensive quality. Unless otherwise specified, the contents of the second interview include:

(1) Comprehensive interview. Candidates who pass the preliminary examination generally have to attend a comprehensive interview organized by our school. Starting from the need and convenience of selecting candidates, our school conducts on-site interviews or remote interviews for students according to the situation.

(2) Examination of special subjects in our school. Candidates who pass the initial test but fail to meet the excellent standards will take special subject examinations; Candidates who have achieved excellent results in the initial test can choose whether to take the special examination according to their own wishes.

(3) Physical fitness test. Candidates who pass the preliminary examination and think that their physical fitness is excellent can voluntarily choose to take the physical fitness test organized by our school in accordance with the National Standards for Students' Physical Fitness and Health. If the test score reaches 85 points, it shall be properly considered in the independent decision.

Article 12: Our school will determine the confirmation result according to the preliminary examination results and the comprehensive re-examination results. Candidates who score less than 40 points in the college entrance examination can enjoy different preferential policies, except as otherwise provided in these Measures.

Article 13 The certification results of candidates shall take effect after being publicized and put on record according to the regulations of the Ministry of Education.

Chapter IV Selection and Determination of Candidates for Plan A

Article 14 Plan A is a talent selection plan specially set up by our school for outstanding students with outstanding comprehensive performance or special skills.

Article 15 Candidates who meet one of the following conditions may participate in the special selection of candidates in Plan A:

(1) In the written review of the application materials for independent selection, it is considered necessary to conduct a special review by an evaluation expert group specially formed by our school;

(2) Outstanding performance in initial selection;

(3) Outstanding performance in independent selection and re-examination.

Article 16 Well-known experts and scholars familiar with middle school education in China, middle school principals with senior titles, etc. It is considered that candidates have performed particularly well, and students can be evaluated in written form drawn up by our school. The written evaluation opinions of relevant experts will serve as an important reference for the evaluation of Article 15 (1).

Article 17 Applicants who meet the requirements of Article 15 will not only participate in all the initial and re-examination of self-selected candidates as required, but also organize special tests for candidates with stricter standards and procedures.

Article 18 The expert group shall give confirmation opinions according to the results of the candidates' initial test, second test and special test. With the consent of the school enrollment leading group, the preferential margin may not be restricted by Article 12 of these Measures.

Chapter V Selection and Determination of Candidates for Plan B

Article 19 Plan B is a pilot selection scheme for candidates in underdeveloped areas. The pilot provinces of Plan B are Xinjiang, Hunan, Jiangxi, Guangxi, Gansu, Sichuan, Shaanxi and Hainan. Candidates of Plan B confirmed according to these Measures can obtain independent selection and enjoy corresponding preferential treatment in the college entrance examination.

Article 20 Candidates who meet the following conditions may apply for the candidates of Plan B of our school.

(1) Living and studying in key poverty alleviation and development counties, remote ethnic minority areas or areas with underdeveloped economic and social development for a long time;

(two) a particularly strong sense of responsibility and mission to the country and society, high moral character, and long-term dedication to the development of key industries and difficult areas of the country;

(3) Mental health, with a clear understanding of personal status and growth;

(4) Students' academic performance is outstanding in areas with the same level of economic and social development, which can basically meet the academic requirements of our school for freshmen.

Article 2 1 Candidates who apply for the plan B shall submit supplementary materials according to the requirements of our university in addition to the ordinary independent selection procedures.

Article 22 After the written evaluation of the candidates' application materials by the expert group of our school, the candidates applying for Plan B will participate in the preliminary examination of independent selection. According to the candidates' initial test results and the actual situation of the candidates, our school selects the re-examination list. The retest plan is appropriately adjusted according to the actual situation of the candidates.

Article 23 For the candidates who may be identified, the expert group of our school will generally go to the daily living area of the candidates to conduct on-the-spot investigation to understand the comprehensive situation of the candidates and their families.

Article 24 According to the application materials, preliminary examination, re-examination and on-the-spot investigation of candidates, the expert group puts forward preliminary opinions and determines the list of candidates selected for Plan B and its preferential policies. After discussion and approval by the admissions leading group, the preferential margin is not limited by Article 12 of these Measures.

Chapter VI Other Conditions for Self-determination

Twenty-fifth candidates who meet the basic conditions of independent selection and intend to apply for the national defense or orientation major in our school should take the national defense or orientation major as the first major when applying for independent selection. In the process of appraisal, the performance requirements of the initial test can be relaxed appropriately; In the second interview, we will increase the examination of the relevant special qualities of national defense students and orientation students.

Article 26 Measures for the selection of artistic talents shall be promulgated separately. At the same time, candidates who meet the conditions of artistic specialty students and independent selection and registration can also apply for artistic specialty students and independent enrollment, and participate in the selection and recognition according to their respective regulations.

The fresh high school graduates who apply for artistic talents, whose artistic test scores are above 1 but fail to meet the criteria for the identification of artistic talents, can be identified with no more than 30 points according to their AAA test scores, and be included in the list of self-selected candidates for publicity.

Article 27 Measures for the selection of high-level athletes shall be promulgated separately. At the same time, candidates who meet the requirements of high-level athletes and independent selection can register at the same time. The sports test scores of those who fail to obtain the approval of high-level athletes in sports can be used as a reference for independent selection and approval.

Twenty-eighth candidates who are good at men's football, table tennis, martial arts, fencing, tennis, handball, baseball, badminton, chess, go, chess and bridge can sign up for the examination of special students, and the selection method refers to independent selection. The written examination of the application materials shall be conducted separately. When determining the re-examination list, the requirements for the preliminary examination results can be relaxed appropriately. The second interview is conducted separately, with the level test of the corresponding physical education major as the main content. A small number of athletes with outstanding sports level can be given preferential policies of no more than 60 points after discussion and approval by the admissions leading group.
