Harbin Open University is a part-time university.

Harbin Radio and TV University was founded in 1960. It is one of the earliest radio and TV universities in China, a comprehensive university approved by the Ministry of Education and one of the 44 provincial TV universities in China. After 59 years of development, Harbin Radio and TV University has become a comprehensive open university with modern information technology and various modern distance education media teaching methods, forming the largest distance education system and network in the city, radiating eight districts and ten counties (cities), and playing an important role in modern distance education in Harbin. Harbin Radio and TV University was renamed Harbin Open University.

In the teaching evaluation of provincial TV University from 65438 to 0998, the school was rated as an advanced school by the Audio-visual Education Office of the Ministry of Education and the Central Radio and TV University. In 2002, the school passed the mid-term evaluation of the pilot project of open education organized by the Ministry of Education, and achieved good results in the summary evaluation of the pilot project of open education organized by the Ministry of Education in 2006, and won the outstanding contribution award. The strength of the school has been significantly improved.
