The first president of Hualien Tzu Chi Hospital is Professor Du Shimian, vice president of the front desk hospital. Mr. Du, the first director of Tzu Chi Hospital, died of liver cancer in early July of 1989. The second dean is Professor Zeng, vice president of the Front Desk Hospital.

Du Shimian and Zeng, two vice presidents of National Taiwan University Hospital, participated wholeheartedly from the initial stage of the establishment of Hualien Tzu Chi Hospital to the completion of the hospital. Therefore, NTU Hospital and Tzu Chi Hospital regularly exchanged doctors from the beginning to upgrade the latest medical level.

Du Shimian, graduated from the Faculty of Medicine of Imperial Capital University in Taipei, with a doctor of medicine, vice president of the front desk hospital, director of the Department of Otolaryngology of National Taiwan University Hospital, and an expert on nasopharyngeal carcinoma. The ancestor of treatment and research of nasopharyngeal carcinoma in Taiwan Province. In the1980s, he was inspired by Master Yan Zheng of Tzu Chi Meritorious Society and served as the preparatory director and founding dean of Hualien Tzu Chi Hospital.
