Hunan university of arts and science is a full-time ordinary university sponsored by the Hunan Provincial People's Government and jointly established by Hunan Province and Changde City. It is a "double first-class" high-level application-oriented university in Hunan Province, a national "Thirteenth Five-Year Plan" application-oriented undergraduate university integrating production and education, and a national cultural quality education base for college students.

Hunan university of arts and science's higher education started in Changde Teachers College and was established in 1958. It has gathered the respective disciplines and professional advantages of Changde College, Hunan Agricultural College Changde Branch, Changde Education College, Changde Urban and Rural Construction Vocational and Technical School and Changde Art School. 1999 was upgraded to undergraduate course and renamed Changde Teachers College, which was renamed in 2003.
