It is a university jointly established by the National Bureau of Science, Technology and Industry for National Defense and Heilongjiang Province. It is located in the northern ice city of Harbin. Its predecessor was the Russian team of the third branch of China People's Anti-Japanese Military and Political University, which was founded in 194 1.
