In China, university presidents, like mayors, belong to leading cadres. Moreover, the rank of university president in China is not necessarily lower than that of mayor. This is because the president of a state-owned university, China, even the president of the university with the lowest administrative level, is a leading cadre above the CPC. As long as they are leading cadres above the CPC, they have at least entered the sequence of provincial cadres.
In contrast, the administrative level of some mayors is not necessarily higher than that of principals. This is because, in our country, the mayor's level is sometimes the main hall level, sometimes the deputy ministerial level, and sometimes only the division level. For example, being a mayor in a county-level city is a cadre at the level. As the mayor of a prefecture-level city, the administrative level is the main hall level.
