Dalian Minzu University is located in the center of Jinzhou District, Dalian, directly under the State Ethnic Affairs Commission. It was jointly established by People's Republic of China (PRC) Ministry of Education, State Ethnic Affairs Commission, China Academy of Sciences, Liaoning Provincial People's Government and Dalian Municipal People's Government.
